Although this is the final week of the Federal Government's Fiscal Year (FY) 2011, ODAR decided that last week would be the final "countable" week for FY 2011 dispositions/decisions, next week will be the first week for FY 2012 dispositions/decisions, and that this week will be a "stand alone" week, with nothing that is done this week being credited to either fiscal year. My (rather obvious) prediction: this will easily be the least productive week of the year, to the obvious disservice of the claimants.

Touche. I have a lot of files to review for upcoming hearings. So I think cases in EDIT can wait for a few more days. ;-)

I think this may be an ODAR urban legend. One of the first things I was told when becoming a judge was to not sign anything in the "dead" week because it doesn't count. But if you look at the public use ALJ disposition data, it shows that the FY11 fiscal year started on 9/25/2010, not 10/1/2010. So, that would seem to indicate there really isn't any dead time.

Go ahead and sign lots of decisions. If want to rely on logic in relation to ODAR. I just read the explanation of this "bonus" week from Region 4. To be honest, it was interesting in some respects. But in no place in the explanation did the region say decisions signed would count toward the office or ALJ "goals."

In a normal year, the 52 weeks of the year end just before the end of September, and the first week of the next FY starts at the end of Septmber in a week that ends with a Friday in October. Rarely, the FY seems to have 53 weeks, including the part of the previous year's September and going all the way through a "five" week September in the new FY. In order to compare numbers from year to year, the reporting year is restricted to 52 production weeks. This year, the data should go through 9/23/2011 for FY 11 and FY 12 should begin 10/1/2011, with the data from the bonus week not counting in either year. Normally, the numbers in the "dead" week (the one in which the actual FY changes) count for some reports, but not others. These will count for nothing (except backlog reduction, avg processing time computations, etc.). It still helps claimants, of course...

8-)Guess thangs have changed. The HOD, who was much appreciated and a good friend would give me a friendly call and advise my decision table was filled with decisions to be signed, and I would go up and sign them, regardless of what time of year it was. I would not sign and mail out denials during the holiday season.

I would not sign and mail out denials during the holiday season. I've never understood that custom. For all I know a claimant is convinced they will prevail and is spending what they cannot afford for the holidays counting on the back payment to cover it.

One of the nice things about being a "free agent", as my HOCALJ called me, and what I took much pride in, was I didn't give a tinkers damn about goals, or any other production crap. I didn't care what day, week, month or fiscal year it was- management played with the numbers as it suited them(a federal crime IMHO); I edited them and signed them on the day they came in. Of course only management decided when they were "mailed"! It was all a crock of poo-poo and still is- if you want to be a part of it all, it is your choice!

Goes without saying, this went out to all the field offices in the region. Ok, here I go again with my "Mary Poppins" attitude (I actually rather like being called that name) but frankly ONE week is NOT going to make any difference in a single individual's numbers or a single office's numbers and if it does, something is wrong all the way around. So I totally agree with the "ignore" attitude of decade and delta on this. Just work and do your job and it all comes out in the wash. Anyone who holds onto cases to make numbers just to manipulate the specific "goal" for that week/month/ year is NOT following the general mission of the agency and they are doing claimant's a disservice. I have managed (as a Sr. Atty) to do more than my share of cases every month without any problem for as long as I have been at ODAR. I don't waste a lot of time, I just work hard while I am at work and go home every day knowing I did what I could do for the day. My measly 2 cents. LOL!

Do you know that there is a new "Mary Poppins" movie coming out. Stars Tom Hanks as Walt Disney and Emma Thompson as the author of Mary Poppins. Nothing is truly what it seems. Maybe we will learn that Mary Poppins was there for some other reason than Mr. Disney imagined. Since most fairy tales have some evil intent or message, who knows maybe Mary will be sent to save all of us from OPM and SSA. I for one will be more than happy to imbibe in a string full of sugar to help the OMP medicine go down.
