I have been surprised, in the poll on how many locations people chose, at how many people chose ten or fewer locations. My understanding was that in order to get on the cert, you had to have a number high enough to make the cut, and also you had to have some locations on your list for which there were openings. And it's my further understanding that everyone on the cert is interviewed if they have not been interviewed before. What about the high scorers who do not have any locations on their list which are on the cert? Are they interviewed anyway? Thanks for the information. No matter your score, if none of your locations have openings, then you will not be on the cert and therefore not interviewed. You must have at least one location match up to where there are vacancies.

If you get an interview, but don't get the job, do you go back on the cert list or are you just done?

My understanding is that if you're not selected from this cert, you will still wait on the register, and you may be pulled on a future cert from which you could be hired. That future cert could be from SSA or another agency. The register is the pool of candidates already deemed qualified by OPM to be selected as ALJs. The cert (or certificate) is the list of candidates requested by an agency, and is typically 3 times the number of positions filled (because of the 1 in 3 rule) and usually those who are the highest scoring candidates left on the register.

If you're not chosen off a current cert, you go back on the register until it expires. I think you can be considered by more than one agency at a time until you are actually hired, but that is a rare scenario. While the register is in effect you may or may not get put on a cert for an agency depending on your score and GAL. You can get put on many certs and never hired or get hired on the first go.
As far as interviews, SSA interviews you once and then apparently saves that interview for however many times your name appears on a cert. Whether they interview a second time if you retake the test has yet to be determined, although some have said nope.
I don't know about other agencies, but since no other agency ever has large certs, the other agencies may just interview each time.
