Sorry, it was suggested to me privately that I may have inadvertently stepped over one of OPM's lines (don't believe I did, but...). I just couldn't figure out how to delete the thread! Yes, this is exactly what stevil was writing about in his post. Perhaps Pixie can helpfully merge this thread into the original thread you have so thoughtfully linked to. I am too busy hearing cases, writing instructions, reviewing decisions and getting them out the door to do OPM's surveys. If they make it worth my while, I might do the survey, otherwise I have no interests as I can find more important and better things to do with my time.

I am too busy hearing cases, writing instructions, reviewing decisions and getting them out the door to do OPM's surveys. If they make it worth my while, I might do the survey, otherwise I have no interests as I can find more important and better things to do with my time. I heard that if enough people complete the survey, they will throw a pizza party for us - that the ALJs will then have to pay for, of course! (Inside joke for OMHA folks)

I did not read this entire thread before posting and hope I am not repeating what someone else has posted. I did the OPM survey. It has absolutely nothing to do with the testing process itself. The focus was on what the responder perceives to be the skills and aptitudes necessary to be an effective ALJ. The responses will vary depending upon the kind of cases the judges hear. The questions about adversarial practice and formal rules of procedure don't apply to the SSA ALJ but would if that ALJ worked for DOL.
I encourage every judge who received the survey to take the time to complete it. This appears to be the kind of study that could result in a bifurcated pool which would benefit those agencies that are looking specifically for candidates with litigation experience in adversarial proceedings.

jimmyjiggles I do not know what survey instructions you received, but mine stated the survey's use was solely to assist OPM in creating a new selection assessment exam. It had nothing whatsoever to do with how much work an ALJ will be assigned in the future. OPM is solely trying to determine if the job of ALJs has changed any since the previous 2012 survey, so it can possibly change the testing portions of the ALJ exam for selection of ALJs. So, I am not going to discourage anyone who wants to assist OPM in that endeavor.
The survey has nothing to do with how our jobs will be performed in the future. (The Lucia case will have more to do with that then this survey ever will.) redryder do not look for OPM to bifurcate qualifications for ALJ applicants based upon separate testing as it will still be up to agencies to determine who they want to hire. This is why many agencies only hire from established ALJs and not from an OPM eligibility list.
