I have a friend in San Antonio, an insider, that was three struck, and he is on this small cert.. Sorry, Bart, I don't believe he was actually three struck, then. I don't think they are cherry picking asking OPM to leave some three strikers on and take the rest off. Unless he knows somebody somewhere who got him off the strike list ahead of time. Three strikers who would otherwise be on this list, and have been left off the last few at ODAR's request, are still off. Yes, there's lots of filler on this cert, if there's as many names on it as we originally thought.

Eh... With no definition of "fillers" or proffer of the basis of Observer's knowledge, or any real knowledge on my part of my rating, I am going to just keep swimming. Avatar to change to Nemo soon.

A lot of us are just going to keep swimming, because there are too many variables and too much mystery in this process to completely pin it down. My knowledge comes from playing this game, and being on this board, for about 3 1/2 years. As far as the "filler" is concerned, certs always have more than exactly three times the number of openings that could theoretically be filled from the cert. As ODAR goes through the selection process, with the varied GALs, etc., there are people who will not get "bona fide consideration" for any particular slot... so, they are "filler". The intel about the current cert when it first came out was that it had a LOT of names on it... far more than three times the number of cities/openings that could theoretically be hired for from the cert. People even speculated that it has ALL the names that have any of the listed cities on their GAL that have not been three struck already, since this was likely the last cert from this register. If it's even close to that, that's a lot of filler.

Interesting Obeserver53, would it be fair to say that a majority of strikes are of vets who have to be selected ahead of non preference eligibles unless disqualified via OPM procedures? Being a vet means absolutely nothing to SSA. OPM will score you down to two digits: like a 63.34. In this way they avoid all that messy business of not choosing a vet over a favorite son or daughter. You get your five or ten points. I suspect that most think that is more than enough consideration. Heck, just read this Board. I understand the scoring to the hundreth but if you are the top name on the cert for the location and you are a vet they can only go around you by strking you against another vet or by disqualifying you using OPM procedures. Usually if you are a vet they do not want to hire they will strike you by selecting three other vets and then you are no longer on future certs. This is done in the early certs to my understanding because that is usually the cert that has the most vets since they get the extra points Being three struck against three other vets ileaves such vet with no recourse. Observer53, I actually know more than one person that has been three struck that are on this small CERT. Like someone said, they want to look at a few people again and this is the way to do it. I truly think they pretty much know who they are going to give the positions to. Think about it, a small CERT of thirty or so is not going to make a dent in the vacancies. There is another Register in the works. Some people on the small CERT may not be able to pass the new examination that is in place. I feel that ODAR has a handful of people it wants for some reason or the other (Basically they think these would be good ALJs even though they fell through the cracks before or were three struck accidently). If not, they could wait 3-6 months and pick up 150 off the new Register/CERT. 30 Judges now instead of six months from now will make no difference in the back log.

If there are people, more than likely insiders, who have been given a reprieve from the often arbitrary striking process and given another shot, more power to them, and this would be the time to do it.
As you note, and as we've already seen, some on the current register have not made it through to even this phase of the testing for the new one.
And, the whole three strike thing is discretionary with the agency, anyway. That's what made their decision 18 months ago to ask OPM to leave every three struck person off the cert lists so frustrating.

Perhaps an item of interest for those on the short CERT. Toledo office is going to be down 5 Judges very shortly. Three are gone and two are already notified they are being transferred. Further, Mt. Pleasant, MI is also down 5 Judges. Get your winter wear out...

As expected, calls should be made soon. This afternoon, at the judicial conference in Baltimore, Chief Judge Bice shared that selections were made for the upcoming hire from the March cert this morning.

Not to discourage the newly-interviewed folks off the current cert., but nearly everyone on the cert. was previously intereviewed by the AC (there is only one AC interview per candidate, per REGISTER, not per CERT.). Thus, there are very long odds for newly-interviewed candidates as they, for the most part, have far lower scores than those previously interviewed (the exception being a higher-scored candidate with a very limited GAL, but even those folks have been interviewed previously, for the most part, because most geographic locales were covered by the past several certs.). To the best of my knowledge, SSA received over 200 candidates off the current cert., meaning that SSA told OPM that they planned on hiring far more than 25-30 ALJs off the current cert. Best of luck to everyone and, again, I don't mean to be discouraging. In fact, just keep in mind that with this screwy system, they are bound to make mistakes and hire a well-qualified candidate on occasion who had an arbitrarily and/or capriciously low score.

Merely, I think that I am stuck in this situation. I have no chance of being selected regardless of the interview that I went to. Oh well. I will just play out the string at my current job.

I just received an offer from SSA. Middleboro, KY. I am a non-vet female, outsider. Report date is September 23. Training in Falls Church begins Oct. 7th. PS--I had not been selected to be in round 3 of the latest test. LOL. How ironic!!!
