thanks ssaer. I didn't want to restate the whole Appendix A here, but it was helpful to look at some of the cases. In other words, "factors in the employment relationship" means something more than your boss doesn't like you. its basically things you could be disciplined for.

Does ODAR ever work just a few locations on the transfer list. ex. Crapland Office A has 10 ALJ slots. 5 ALJs retire, 1 wins the lottery, and 2 kill each other in a bitter feud over a parking spot. The HOCALJ realizes he needs some more ALJs.
Can ODAR work the transfer list for just this office to get it back up to functional strength or do they have to work the whole list?

TPTB can choose to work only one location. There is no rule that they have to work the entire transfer list at the same time. Between 2007 and 2011, when budgets were flush, they tended to work the entire list prior to a hire and fill every open slot. With the new budget environment, I suspect they will be a lot more selective on where they put their transfers and new hires.

Redryder - can you tell us wehere we can find the contract that applies to selectees? That might be good reading while we are waiting for the NORs to come out.

It is advisable for everyone who is in the hunt for a position with SSA/ODAR to read the contract. It is binding on all of us who work for ODAR whether we are union members or not.

redryder, can you post a link to the contract, I can't find it on the public section of the Union website. Further, the contract hasn't been finalized and some parts need to be ratified by the Union body before they are fully implemented. Thanks.

I've been bumped by 2 NHC ALJs on the new list and I noticed that there are other NHC ALJS that have bumped ALJs at other ODARs in my region and throughout the country.
Also under the new CBA, an ALJ can choose up to 5 ODARs to transfer to (only 3 under the old CBA), and I've further verified on the alphabetical transfer list that an NHC ALJ I know is on the list for transfers to 11 ODARs. Another ALJ is on the transfer list to 15, yes, 15 ODARs. The union needs to invstigate this.
Finally, for those wanting to be ALJs, the transfer lists are going to be bigger and, in most cases, it's going to take much longer to transfer because of the changes listed above, so a HOCALJ opening may be a new ALJs only option of getting "home" quickly in the future.

We're planning on buying a house North of where we currently live, closer to my in-laws, and where we'll eventually retire. There's another ODAR about 40 miles North of my current ODAR that's closer.

Southeast ALJ said earlier in this thread that applications for quasi-management NHO ALJ positions are solicited and then OCALJ chooses to make the offer(s) to such applicants. (1) Is this procedure reduced to writing anywhere? (2) Does any sitting ALJ recall solicitation for applications to the Baltimore NHO issued by OCALJ between December 20, 2013 and January 16, 2014? (3) If there was such solicitation, did anyone apply?

Until the new contract became effective, there was no limit on the number of transfer requests that could be made by NHC ALJs.

According to union reps, they were supposed to be limited to 5 just like line Judges.. This contract still hasn't been ratified by the body of the Union..
