LOL, I have been saying this all along, that the NORs were tied to ODAR's hiring plans and possible litigation and everyone said I was nuts--that ODAR had nothing to do with OPM and their decision to release NORs. I think Funky and others have been in this camp as well. As it is past mid-January, I must concede that this position appears to -- ETA continue to have merit. Also, ETA: It could just be the budget everyone was waiting on - OPM, OMHA, ODAR, etc.

I think Funky and others have been in this camp as well. As it is past mid-January, I must concede that this position appears to been correct. Could still be coincidental. Without the budget/spending agreement, in the face of more continuing resolutions, I think the Commissioner's earlier comments would still be in play. Not that any of it really matters. All of it will happen when it happens, and the reasoning behind it really doesn't natter. Make those reservations. And put that cart and the horse back in the barn...

True, but this hedge position does ignore the fact that OPM has had sufficient time to grade all the assessments, issue NORS and build the new register by now - the fact it has not happened (but, heck, maybe today - :crossesfingers:) is evidence of "they're sitting on NORs" vice "they're still working on scores". In fact, I would argue that now that we're staring at late January/February 2014 - OPM has almost certainly started scheduling the next batch of quarterly 10-point Vet testers by now. Of course not - since we tested in D.C., it has been completely out of our hands - it was always going to happen when it happened - but that doesn't mean we can't engage in rank speculation and amateurish analysis, bereft of any actual "evidence" while we wait does it?

With the status changes all happening in December and no other changes reported I agree that OPM is just waiting to hit send to release the NORs and activate the new register. Do not know what the reason is but I too have believed that SSA will ask for a cert shortly after NOR release. In the meantime we do need something to pass the time and that is where the speculation and analysis comes in. Its just a part of human nature, especially attorneys waiting to find out how they did. I agree with you ACE, it might be Feb before we hear anything but I take comfort in believing that when it happens we will quickly find out our score, whether we made the cert and a possible hiring date.

It could be as simple as the budget resolution being the final piece of this very complex puzzle. Occam's Razor would suggest this.
