There is also a big difference between past notices and this one. After phase 1 and phase 2 everyone got one of two emails. "congrats" or "thanks for playing."
The phase 3 scheduling emails were more individualized but took longer and were still sent out in groups of +/-30.
This email(s) must be much more individualized.
I assume they have to send an email to those cut at phase 1 telling them the appeal window is open.
A similar email, but maybe with some scores, for those cut at phase 2.
Another email, with scores, for those that "failed" the si and/or wd.
Finally, an email to those that actually made the reg with their scores.
The form and content of each would have to be vetted and opm would presumably want to have all the forseeable kinks worked out of the appeals process. After all, new process and more applicants than ever before means more cuts and a pantload of appeals.

Phase II 4/9 (no time shown) Phase III 7/19 3:24:49 (WD & LBMT); 2:43:27 (SI) - I don't recall receiving anything telling me I was going to Phase III except the emails telling me date and time.

I think the actual 'winner' email should go first, because they deserve it and they are not appealing (unless it is a 10 pointer who thinks they can improve their score). Hate to be a Negative Nancy, but I don't think it will happen today. I think perhaps next week when the government will not be operating on a CR but a real budget.

Or: It's taking them longer because they have coordinated a massive interagency strike which will (1) open/replace the register; (2) report scores; (3) do the required notifications for everyone else; (3) fill a cert that has been requested; (4) ask for references; (5) schedule interviews for the chosen. There is another round of interviews?

One of the reasons that Devil Dog is staying that it is taking them such a long time to issue the NORs.

Agency interviews didn't slow down the NORs last time-- why should they now?
