Offices with three or fewer people trying to get in are great opportunities. You'll be given the first or second opportunity once an office opens up in offices with zero or one people trying to get in. If you are okay with any of those offices, I would guess you'd get to one of them in a year or so.
If you want depressing, try transferring to Ft. Lauderdale, San Diego, or Denver, where you have more than a dozen folks ahead of you on the transfer list.

miljudge, don't be depressed, those are great numbers for transfer, as been stated many times before, ALJs will simply list cities to hold their spot and are not ready to accept for years. I would love those numbers for my cities.
Two of my cities got taken today by transfers, but I'm in a great office in my neck of the woods, so waiting "my" turn is not a big deal.

miljudge, your results may vary, but I got a transfer offer back home four months after I was appointed. However, three of the four offices in my home metro area had no one on the transfer list. At that time, you could only list three offices.
