Does anyone have any insight into how ODAR will factor in the opportunity to list cities in order of preference to the selection process?

Yep. They will say:
"Get a load of this! This guy highlander ranked Vegas #1 and Tupelo #44. Hope he likes the deep south, hahahahahaha!"

Kind of hard to game the list if you don't know the rules....interesting thing to know if the order of preference might actually impact whether you are hired. If I put Harlingen #1 would I have a better chance of being hired than if I put it #44? Or just a better chance to end up in Harligen if I am hired? If I understand the process you are hired to a location, not hired and then assigned to a location.

I'm not sure that's right High. Ive always heard they decide on who they want to hire, ie choose the 90, then worry about where they actually assign them.

I guess the question is: now that they have a separate cert for each location, will that restrict this approach? Or now that they have all 45 or so lists, can they now mix them all up in a pot and pick however they want?

Another interesting tidbit is that our NORs are listed on the GAL preference sheet. Wasn't in the past. Don't know that it means anything, but it is interesting.

That said, they can still do the hiring in an order that allows them to reach or eliminate certain candidates to some extent. They can't just hire anyone for any spot, though.

I have a pretty good idea of my top 5-10 preferred locations and can rank them, and likewise my bottom 5-10...pretty fuzzy in the middle. I am pretty sure I will just list my top 10 or so as a wish list and then just X the rest, and leave it to fate. I have always said I would ho anywhere, and hopefully I will get the opportunity. Harlingen here I come!

Exactly. And I think a number of people have said they thought this might explain why things were taking longer this time with the new process. They are smart people up there. Given enough planning, they can reach the desired result. Just adds a degree of difficulty to the machinations!

They can't do that, because with the separate certs for each city, they can only put someone in a city whose name appears on the cert for that city as OPM assembled it.

Question: I only have two cities on my cert but 100+ on my GAL. I have the option of declining both locations. If I decide I would never move to these cities and would rather wait to see if I make the cert for the other cities the next go-around, did I just my one and only chance to interview?
BTW, thanks to the forum elders, legends, members, et al., who've provided some good tips and great entertainment the last 13 months.

Others with more knowledge may weigh in on this, but from what I have read here, if you receive an offer and decline it, you are definitely out of the running! So if you KNOW you will NEVER accept an offer to either one of those two locations, I think you would be best deleting them from your GAL and hoping for better next time. Elders and Legends, am I wrong about this?

If you take those two cities off your GAL, you would not be interviewed this time, but you would get an interview if you made a subsequent cert and left cities open to consideration.

If that is the case there are previous threads discussing Pros and Cons of PR. It's one way to get your foot in the door but requires you to locate to an island. You could then try to transfer but I do not know if they have to have a backfill for you in order to leave PR. One thing is certain those that get in first will not be the ones that get stuck as there are other bilingual candidates left on the register. If you take them off your list you will gamble on future certs reaching down to your score which is very very possible with a 100+ GAL. I put PR down on my GAL but after visiting and researching the place I would not go there--do not want the job that bad even if I can transfer, its not a place my family wants to move to.

poor Harlingen... it's probably not as bad as everyone is making it out to be other than the hot as h.... in August comment. Harlingen is near the South padre beaches and they used to be nice. They still might be. had I made it this far I would'nt mind Harlingen. however, 1) i did not get this far, and 2) my husband already h.... noed the Harlingen option. He is convinced we will be kidnapped by the Mexican drug cartel never to be heard from again if we ended up down there. Sigh...
