Thoughts on strategy...
I want to play my cards to my advantage. I have decided that I am not ready to move my family this soon. If you narrow your GAL and have a score above the mean, what's the best strategy to stay in the game? I am operating under the following assumptions: (1) I want to minimize the chance that I will decline an offer, as I can only decline two offers before being banned from the cert for one year (according to what we got on Friday), and (2) I want to minimize being passed over three times, thus being "three struck." In other words, what harm is there in drastically reducing my GAL now to increase the chance that I will get an offer later in the process, even three years from now?

If you remove any cities from your GAL, those cities are permanently removed going forward (per the info in the GAL spreadsheet). So it depends on what cities you leave remaining. Why not just suspend yourself from the register if you want to wait a year or two or three?
Edit: If you have a local office that wouldn't require a move, you could narrow your GAL down to that one and hope there is a refresh in 12/2015.

That's exactly what I am doing. I am trying to avoid going through the entire application and testing process again when the next register opens. It was a very long and expensive (and exhausting) process!

In the past they have "refreshed," rather than just "re-opened." The refresh opened the door for new applications, but allowed those on the register to remain and update their GAL, if desired. My understanding is that you wouldn't need to worry about declining two offers . . . if you decline once, they'll never give you a second chance.

I agree with BagLady, from everything that I have read about ODAR, they are like the Godfather, you only turned them down once! Just like if they don't like my 10 point arse, they will three strike me in a New York minute and I am done for this register as far as ODAR is concerned.

Based on my personal experience, you might get a second chance if you decline once. Of course, my declination happened when I was given 4 days to accept a city that I had not previously been told they were considering me for. So my experience might not be representative.
