They started keeping the three strikers off the list beginning with Feb 2012. If you became a three striker on that cert or a subsequent one, then you didn't appear on any subsequent cert.
If you had already really been given bona fide consideration 3 times by Aug 2013 (and you wouldn't know that unless someone at ODAR told you) you should not have been on the 8/13 list at all. Either it was a mistake or you hadn't actually been three struck.

There are several possible reasons. Either OPM made an error in sending your name over despite the three strikes and SSA didn't realize it until after it sent out the certs or SSA didn't ask OPM not to send your name over despite being considered three times in the past and then placed you on certs prior to realizing you had already been considered three times. Either way an error was made by OPM, SSA or both. I am sorry they gave you false hope. I wish you luck.
