Gary, I agree with your analysis. But riddle me this: somewhere on this board is intel that in the first certs OPM submitted 47 candidates for each city. (Please correct me if I'm wrong about that, speaking from memory here.) How does that happen if OPM does the complex analysis you and I seem to think is required? It seems that the wide diversity in GALs alone would mean that some cities would need several candidates to assure the position being filled, while others, not so much.
I admit to being perpetually mystified by much of this.

I believe the 47 was a computation of the average number of names believed to be on each cert, rather than an exact number. I found some posts including one of yours from about July 28, 2014, that talk about this, I think.

It was 47 x 47. 47 cities, 47 deep on each city list with many of those names being the same for those with wide GALs.

I have been told by a very reliable insider who wishes to remain anonymous that transfers are still occurring. Bob is busy with that so there will not be any cert activity until the transfers calm down.

I don't know if it will impact November interviews. I would guess it will depend on how long it takes for the transfer activity to calm down. But the transfer activity does tell us they are working toward the next set of certs. They may not be as soon as we would like, but they're coming.

These "November interviews" that are being spoken of - I know they still only speculative - my question is: are these interviews for people who have not yet been invited down to Falls Church to interview? Or are they something else?

Or are they something else? These are the SSA, agency specific, interviews once you make a certificate. The only other interviews would have been the OPM interview prior to getting on the register, or for a different agecny once on the register. No confirmation of dates yet on these SSA interviews.

To see if you make the second cert. If you do, then you'll simply wait to see if you get hired once those start in December or whenever. Your references won't be rechecked, and you won't be interviewing again.

You are now back in the same boat with everyone else, waiting for the next set of certificates to come out. Those not hired after the first certs are either 3 struck or still in the mix. No way to know at this point as it is too early in the process. When the new certs come out, you would not interview again as you only get one SSA interview. I suppose if any of the same cities come up again on this next round and you are not on that city cert, it would not be good news. Otherwise hang in there! Your name may come up again depending on the city/GAL mix.

I expect that those on the first cert who did not get hired will be asked to rank their preferences for the available locations on the second cert - assuming they have not been three struck. Given SSA sought the ranked preferences for the available locations the first time around, it would be hard to imagine they would consider first certers during the second cert process without asking them to rerank preferences for newly available location. I expect that if they do ask first certers to rank their preferences for locations available on the second cert, any first certer who was not asked to rerank would be justified in assuming they had been three struck. Hopefully we will know one way or another before too long.

I'm a hopeful for the second cert. I just hired a strategic planning consultant to help me sort out the impact this is having on my career (private practice). I think he can help. Not sure -- this is a hard position in which to be. We'll see.
