The first attachment is really interesting. I see that OPM puts a date on the Cert that it must be returned by. I wonder what the return date was on the March cert that SEC pulled being that they only recently contacted one of our board members. The form also seems to require codes of selected or not selected for those that are given consideration but it does not appear to communicate the three striking. As you indicated, the rule only requires three bonafide considerations but it appears that the agency must tell OPM who is three struck--there is no limit to the agency considering folks more than three times. But like you said, the agency could still get the same person on the cert and just make pretend they do not exist because since they have already been considered three times..

This is interesting too, who is the appointing officer? Is it the SSA CALJ? and if that person happens to change does that mean the new appointing officer has to strike three more times for an undesireable candidate?

In fact, I think that once somebody has three considerations, SSA will not consider them in a top 3 until they are ready to hire that person. That way they can consider more candidates and assess more "strikes". In the end, the more candidates that have three considerations the more flexibility SSA has in hiring.

In another context, OPM defines "appointing officer" as follows: "An appointing officer is an individual in whom the power of appointment is vested by law or to whom it has been legally delegated." I take it from this that "appointing officer" is an office rather than an individual, and that if the identity of the individual changes the agency does not need to start anew with the assessment of considerations on candidates.

Im with Future. I think Gary has given me at least a greater understanding of how the 3 strikes works from a mechanical standpoint. Perhaps I don't have a better understanding of who ODAR will tell OPM not to send back or when/if they will pull that trigger, but I see how it works and how 3 considerations won't necessarily be the end of the line. Also I don't have valuable insight into personnel processes like you Miss so I entertain how I can. If someone will give me some data to crunch

The first round is over. 71 judges were hired for 2 classes. We have been told that they will continue to work the transfer list and conduct hiring until the 200 number is reached. Because of "3 strike" speculation on the board, many of us last year replied to the rejection email asking if we had 3 strikes. Bob doesn't have time for those emails this year. Plus, being off SSA's list doesn't mean you are off OMHA's list so that information should come from OPM not SSA. Breathe folks. This is a marathon not a sprint. If you are an insider, check your production numbers - they will. If they aren't up to snuff, they will pass you over until they are. Good luck everyone! It's been a while since I checked the board. I like this note. Thanks for posting it.

I got the ODAR rejection email several years ago. All hopes dashed! Forever disconsolate! Bummed! Dismayed! Dejected! Unhappy! Two months later got a call from HR: I was offered an ALJ position, with a start date in three months. The moral of this story is: Don't give up the ship! We'll keep the light on for you. Best, Hamster Class of February-March 2012 My choice for a positive, feel-good post of the day. Wow, this is a whole lot more fun reading the posts after a few weeks away instead of obsessively clicking "refresh" between phone calls in real time.

I still haven't received my rejection. I don't think it means anything except that maybe they sent it to the wrong email. I don't want to email Bob and thought it would be a better idea to bother however many lawyers are on this list ; ) and ask whether anyone is in the same boat?

Those were sad days.)
But then again, what if he says, "Where have you been? Pack your bags and get to training; we've been waiting for you!"

Seriously, if you want to send a panicked email to OPM removing yourself from consideration I will be happy to help you draft it and get it out of the way today so you can relax with that weight lifted from your shoulders. There is no reason for you to worry about receiving anymore vaguely worded "Dear John/Jane" emails. It can all be over today and I can help. If there are too many of you for me to help by myself, then I am certain that some of my fellow Scobies will help draft the appropriate emails. You can listen to wisdom from AM and others or you can listen to me and that nagging voice in your head that sounds like your high school gym teacher during the Presidential Physical Fitness Test... Its your choice (but I do type a nice email). I know a lot of you are feeling pretty bummed about not getting hired. You will receive FOAD letters in the not to distant future and there will be much wailing and gnashing of teeth afterwards. People talk about quitting the process or some other things. If you sense that kind of weakness errr I mean depression amongst a fellow candidate you might want to make a similar offer as I made here so many months ago.

I want my FOAD e-mail, dammit. I need closure. Hopefully temporary closure, but closure. Just so I can stop thinking about why I scored high and 5 of 9 cities on my GAL went unfilled (at least per the polls here). Maybe I'm defective. Maybe I'm too young. Maybe I should just drink more.

OMG young buttercups! You've got to just suck this round's results up and move on to the next!! It's a matrix. So, many things have to just happen exactly right for you to even end up as one of the top three for any city on your GAL. It's like lottery math odds. Hugs and I can write a straight up letter or a snarky one. Gaiden and Gary, count me in. Onward to the next round!
