They could do a set of certs for the whole kit and kaboodle, interview them, but do the hiring in waves. First hires to fill out the January group, then for the group starting 4 weeks later, and finally for the third group. The place where they seem to have bogged down was offers/acceptances.
But to do this they would need to get the cert emails out soon.

The last Intel was a hire for another 130. There is no reason to think otherwise. I think the next set of certificates will yield several small classes until they reach the 130. The first of these having start dates in January as Dudeabides posted. I think you are right about the 700-800 size of the register now since 70 have been removed (hired) maybe more removed since some removed themselves and took other agency jobs and some vets being added at some point. I think the last Intel I heard was they hoped to have the 130 in place by March 2015, barring any budget issues of course. I think that they will try to get another 130 people hired by March 2015. This includes Dudeabides and the people hired with him. I believe these ALJs were hired off the 1st cert. What I was saying about a small cert this time is about the size of the certs that ODAR will pull, interview, and hire for the January class. I think to get people onboarded for January they will have to go smaller with this 2nd group of certs. They will then be able to pull a cert for say 100 positions but that can wait a little while. Say they send out the cert announcements in November, interview in December, hire in January for February start dates. It is still possible to get certs for the ~130 positions left out, candidates interviewed, and hires for the January class made but time is getting tight to do that. Additionally, we haven't heard any confirmation about November interviewers in a while and that worries me. Gaidin- the problem with your "hire in January for February start dates" is that the training for the newest hires is in February. I assume they won't have a training class for a couple people. However, I would think the new cert e-mails need to come out this week or next at the latest for a hire in December and January start date.

The bolded section is where I discuss the ability to hire for people starting in January and training in February. I think it is possible that in order to get those January hires they may have to interview a smaller group of candidates. Thus they would use a smaller set of certs for that hire. Then they would follow up with another set of certs in November for the later hires. The only reason I think that is likely (and I am just spit balling here) is the ability to conduct interviews. Even if they do all the interviews at once I would be surprised if they don't roll the hires out over a couple of months. Which will be incredibly painful.

Sorry I haven't been on the board for some time due to some recovery from surgery, but I have heard some news. First, from an ALJ trainer of the first cert class, that the second certs may be delayed some, until all budgetary issues are solved through Congress, just as funkyodar stated on one of his recent posts.
Secondly, I heard from another source that SSA may only be hiring 40 ALJs in the next cert. Although, like sratty I personally have seen the 130 number of new ALJs by March 31, 2015. Hence, I am not sure how much credence to give to the second source regarding the hiring of only 40 ALJs in the next cert.
I would hope for the full 130 for my own sake, but I do not know for sure. However, I do believe the first source regarding the delay in the second cert until all budgetary issues for SSA are solved. Nice to be back....Good luck to all.

Total hunch: Funky's musings and Moo's source are correct and the second set of certs is being held temporarily due to budget issues.
Reasoning: Because it makes the other developments so logical. SSA hired a handful of extra folks off the first set of certs because they knew the second set is on hold for a while. Bob felt free to go on leave because there will be no immediate action on new certs. And we are getting references to "second quarter of FY 2015" because hiring won't get done in the first quarter.
Not good news, but that's how I see it at this point.

Gaidin - that sounds exactly like some of us have been wargaming all along - ~40*3 is 120 - that's ballpark of 130 and would fit 3 successive training classes.

The 2-screen stations are set up to accommodate a maximum of up to 36 students and 4 instructors per side. [6 rows - aisle/2 seats/aisle/4 seats/aisle --- on each side (plus a row of 4 stations in the back for instructors)] For our class, they have only put new ALJ's in the seats next to the aisles. I doubt they will go any higher than 23 per side for now with folks stationed only on the aisles. They absolutely will not have a class for just 2-5 people. So, you can bet they will interview and hire off of a second cert to report concurrent with DudeAbides and Anonymous. I have no inside sources, but I would put a small bet on interviews taking place early-mid November and offers going out mid-December as "great end of the year presents." ht

Thank you for the kind words my friends. I have had some additinal issues with my last surgery, which are still healing, so the fact that SSA hiring might slightly be delayed doesn't hurt me much. For those that don't know I had a total left knee replacement in January 2014 without complication and a total right knee replacement in August 2014 with a complication. The complication isn't' with the joint itself but a secondary open wound due to some medical negligence. I should be pretty much back to normal by mid-November. I always enjoy all those on this board for their knowledge, skill, and kindness toward other board members. It is nice to commiserate and share joint experiences with others in a similar situation as I am in trying to obtain an ALJ position. I will try to add my opinion a little more now since I am back, but I do miss some of our lucky friends whom have been chosen for a position. I continue to wish them and all of you the best of luck in your quest for the position and doing well once you have the position.
I think sratty is right on with the three hiring of 40 to 50 a month for three months. But, I cannot verify for sure one way or the other based upon my Intel.
