Can someone clarify the refresh process for me? So, in December, 2015, if they opt to "refresh" the register and "open" it up... does this mean that outsiders who are not on the current register will get to apply and be added? Or would this just mean that people on the current register have the opportunity to re-test? Assuming one does not wish to re-test, a person could just stick with their score at that time and stay on the register?
Also, I am a little confused about whether or not during a refresh/opening there is the opportunity to expand your GAL. Any clarification would be appreciated!

We have been over this ground a lot in prior threads. A refresh allows those not currently on the register to apply and go through the testing process, and allows those on the register to make one of three choices: stand pat, not reapply but change their GAL during the time applications are being accepted, or reapply if they want to try to improve their score.

In the past, there was sometimes a cap on the number of applicants who would be considered during a refresh -- i.e., only the first 600 applications were accepted to go thru the testing process. So if there is a refresh, odds are the posting will only be active for 1-2 days, depending on the cap. Watch this board, and watch usajobs.com. If it opens for a refresh, POUNCE and do not delay.

My guess is there will not be a numerical cap for the next refresh, but rather a cutoff date for applications, just like there was for creation of the current register.
That said, that is only my guess and being prepared to pounce in case I am wrong would be the wisest course.

Anyone have intel as to the number of folks on the current register? The last guesses were that there are about 900 on this new register at the start. Now 70 were hired at SSA and Medicare took some and a few left. Maybe 800 to 820 ish left? We really do not have a firm number. There was a thread that discussed this too and I bet someone will correct me if this is off.

I took a few months off this board since the first round of interviews. Has there been any news of when, or if, current registrants will be able to modify the GAL? Once you are on a cert, you will have to reply and acknowledge you are still available for your original cities on your GAL. At that point you can further narrow your GAL but not add to it. A refresh would be the only option to add cities if they choose to do a refresh, and that is likely years off since this register is new.

I chose a narrow GAL for family reasons. There are transfers waiting to get into the cities in my GAL so I may never make a cert.

ALJs can list 5 cities now so they may get picked up for transfer somewhere else or those on the list may decline a transfer at the time it is offered. That could leave room for a newbie!
