Just got my email - 26 of 28 cities (one not on my GAL - one that I thought was on my GAL). Good luck to all the candidates

If you made first cert and were not selected, then made second cert, does that mean you were "recommended" in the interview? Probably. Most "not recommended" have probably been 3-struck at this point, but that is the only certain conclusion you can draw under your scenario - you are not, as of this point, 3-struck.

There is not anyway to know if you were a highly recommend or recommend at this point. You could have been highly recommended or recommended the last time not hired depending on where you fall into the rankings on each cert. If not recommended, I would think you would not be on this round at all. So to answer the question, if you are on this cert and the last, you at least got a recommend.

I got an email at 2 est. I was out of the office and just got back. Five cities. I haven't had time to see what cities on the cert are on my GAL that I didn't get listed. I considered myself borderline second cert, so I may not actually be in a position to get hired this round. I'll do my best at the interview and hope for something good this round or one down the road. Congrats to all who made it, and stay patient those of you still waiting. We all still have a long way to go.

I just received my email listing all 28 cities on this cert. I will keep my fingers crossed that I am as lucky as Funky was with his first cert. Congrats to all again and good luck to all!

I started at an NCAC with two writers who moved to Lawrence. Both have good things to say about the office. Neither lives in Lawrence, however.

Email arrived at 3:51 EST. Small GAL. 1 city on this list. One is all I need!

I could be way, way off here, but does anyone else get the feeling that OPM abandoned the "city-by-city cert" procedure?
I ask because a ton of people are reporting that they made the cert for ALL of their GAL cities that are among the 28. Which suggests that if you exceeded a certain cutoff score, you are on the cert for all your cities and can be considered for any of them.
Contrast that to last time, when lots of people said they had all 45 cert cities on their GAL, but made the cert for only some of the 45.
It would make sense in my situation. If Orlando, presumably a hugely popular city, had its own unique cutoff score, no way would I make the Orlando cert, as my score is median. Yet I did.

Let's see if more emails go out tomorrow. when the dust settles, we could get a better idea, based on scores, GAL sizes, etc. I don't disagree with your theory BTW, I think we need some more info first.

I received an email at 11:30 ET that I made the 2d cert. I have a small GAL (16 cities), w/2 cities listed in the email (Dover, DE; Orlando, FL). Last name starts w/ Z.

That would explain why e-mails seem to be going in score order rather than alphabetically this time. If that is the case look out for a much faster hiring process this go around.

I don't have any knowledge of the situation, but your reasoning is sound.
