Some appeal results were emailed today. Someone in my office appealed a determination that she was not qualified and just received an email that they denied her appeal. I won't like this one but I am glad things are moving on this front.

Just received my notice that the original denial stands. This despite the fact that I am quite sure I listed my 20+ years of attorney work with the agency and my judicial work. I really did think it was clear especially when one considers that I only needed seven of those years to qualify. But I rant no further. I am simply amazed.
I had less than that to put on the previous application and made it to the scoring line then. Oh well.

Sorry to hear that hod. I am waiting to hear and am afraid of the result. Will keep monitoriing email and the board to see how many people get the pass to move on to phase 2. Not hopeful but we'll see - presumably shortly . . . .

My thought is- It isn't meant to be. I have a lot of things going on in my life now-so it would probably have thrown a wrench into my plans. I am like a child. I have my toys-but I see someone else has a toy and I want that also. Or in a more adult sense- How dare they not want me! :-)

I have a friend who received the appeal determination from the appeal of non-qualifying experience at phase I. The appeal was denied (the initial determination upheld). Apparently, OPM is sticking to its guns on the "technical" aspects of describing the needed seven years of "qualifying" experience, i.e., if you didn't list it exactly as requested in the announcement then you don't win.

I really am sorry. I know what you mean about the toys. They must be being very technical indeed about the description. It's got to be more frustrating because you made the register last time. I guess you and I, and some others, both off and on the register, will have to enjoy the toys we have.

Sorry ---this is quite disappointing and I know that it is no consolation but we are all frustrated for you that there isn't a more concrete way in the appeal process to demonstrate you met the criteria and adequately demonstrated it in your application.

So what happens now to folks who were knocked out in 2nd round and appealed, do we get an answer on appeal or get scooped up for the testing in DC? It does seem like OPM is moving along on appeals now, (sorry Hod, i am on my second go around as well).

Received a positive result from the Appeals Panel and will move on to phase 2. Am very happy to get it. I feel bad for those who got appeal rejected or have not heard yet. I suspect appeals from the second phase will be finalized after the successful appellees (those whose appeals were decided in their favor from phase one) complete the second phase and it is scored. At that point, OPM will either set a new minimum score or a set number of people to go through.

Rather, I read the email as saying that the appeal people reviewed his oriignal response to a portion of the online examination and determined that the initial review had originally wrongly concluded that he did not fully answer it, and that he should have been moved forward. If you were contacted and have not received such notification, send an inquiry to aljapplication@opm.gov and include a copy of your June 10, 2015 message. If you did not receive the June 10, 2015 message with the subject line: “ALJ Online Component Time-Sensitive Link” then this message does not apply to you.
In other words...check your email TOMORROW folks. It looks like, going forward, OPM is going to attempt to address the problem of missing/unreliable emails by posting notices when it sends out critical emails? So it's probably a good idea to bookmark OPM's ALJ page and check it regularly. Good luck, appellants!

Just my $.02. I can see that interpretation also. I long ago decided this appeal was a loser, so I moved past it. Yesterday simply allowed me to close the chapter. Given the various problems at the different stages of this process, I am not surprised by anything anymore. Next time I apply, I will take a more "who gives a damn" attitude to the process, as the process certainly feels that way about the applicants.

I have no idea how the panel conducted itself but can speak generally how I approached my appeal. I interpreted their task as a review of the "record" below and did not submit any new or additional information but tried to point out that my original response on the experience component exceeded the stated requirements.
No new information was submitted - just argument that what I said met the standards given both in terms of quantity (7+ years) and quality (adequately described in the original response as to litigation & admin law experience). I thus did not consider that in my case in particular they considered any additional, new information per se - just argument about why the initial interpretation/evaluation of the material submitted initially was incorrect.
I obviously do not know how or why others might have gotten the results they did and the whole process is a bit mysterious as has been pointed out many times. So I am glad just to have gotten the chance to move on with many hoops to pass through yet.
And thanks very much to Owl for pointing out that info on the OPM ALJ page.

I saw the same notice on the OPM webpage and immediately panicked, checked my emails (the new email address and the old AOL address), saw nothing, and panicked again. Mentally I began berating myself and concluding that I must have selected the wrong radio button on my response last month. Then I realized, "hey, wait a minute, June 10th is TOMORROW." I whipped out my phone, logged into this forum, and have had my panic further quelled (thank you owl and hope2b). I know those of you who have made it through the entire selection process are not permitted to discuss or disclose the various tests or interviews, so I'm not asking for confirmation of my theory. However, I'm starting to believe that, in order to determine ability to perform under pressure, OPM's emails where you can't return to check your response, notifications after 4:00pm on Friday afternoon, and posting notices online that discuss future emails in the past tense must be a new component of the testing process.
