Does the VA mostly take VA attorneys to become judges or ALJs from other agencies? Do they have numerics in terms of # of cases they need to decide in a given month? Does a SSA insider have a shot? Is it even worth applying for?

I've known a lot of attorneys who worked for the BVA (they only go up to GS-14). They probably hire some BVA staff attorneys, but I suspect applicants may have to have had other types of litigation experience in order to get into the highly qualified category. I also had heard there was criticism of recent VLJ hiring for not hiring qualified veterans, so I suspect that will be one focus this time around. They have a hefty backlog and lots of political pressures to reduce that backlog, so there probably are some quantitative requirements connected to the job (even if not a specific "quota"). It can't hurt to apply, especially if you have some kind of litigation experience aside from staff attorney at SSA.
