Gaidin, you are the king of the spreadsheet! And it's very helpful to see multiple lists over time, to get a sense of the judges that have just carried over from list to list with the same transfer requests.
At first I wanted to panic a little when I saw some of my cities, but then I remembered that I'm on a cert that's already been pulled, and the last word was that they've started freezing transfers while the cert is out for that city.
Does anyone know if that freezing-hires-while-the-cert-is-out is still true?

Once the certificate is closed, transfers can resume. They work the transfer list prior to requesting a certificate for a city.

How often does a popular city land on a Cert because of the timing and a frozen transfer list? Probably more often than you would think. A lot of these "popular" cities are more like "some day" cities for the ALJ's on the list. The ALJ wanting to transfer to Mt. Pleasant is probably pretty serious. On the other hand the ALJ wanting to transfer to Honolulu might like the thought of it when their name goes on the list, but is likely to have some serious second thoughts when the logistics of actually moving and living there become a reality. Charleston for example is on this cert, even though it has a ton of ALJs on the transfer list. Eleven ALJs apparently decided they weren't ready to move yet.

My understanding is that it's only for cities that have an open cert. The union contract requires working the transfer list _before_ a cert is pulled for a city, so transfers basically get 1st crack. But once a cert is requested for that city transfers to it are frozen.

This mid-April update includes a judge from my office who transferred out months ago as still part of my office, seeking a transfer. There may be other such inaccuracies. As Gaiden said, use it to get a general lay of the land, but please don't get too invested in the list or make life decisions based on the list, like striking cities from your GAL.

We have a judge in our office who is still with us but has accepted a transfer - her name is off the list. There is just no consistency here.

The May transfer list is probably bound to grow a bit because the class of 40+ that started in their offices on Jan. 26 will be eligible to put their names on the transfer list tomorrow (or today, depending on whether the 90-day period actually starts on the first day of the pay period which would have been Jan. 25 - not sure about that).
Those ALJs fall into roughly 3 groups, I would imagine: (1) those who want to stay put, (2) those who want to move but to a city that currently has an open cert, and (3) those who want to move to a city that does not have a cert currently open. It's this 3rd group that is "mobile" starting next week.
And I suppose that 3rd group could be further subdivided into (a) those who want to move to a "popular" city with no current openings, and (b) those who want to move to a "popular" city that does have openings (or where openings occur in the near future). You might think with 62 cities currently certed, those cover all the offices where there are openings, but openings always keep happening.
Some of those new ALJs in group 3(b) will be moving soon, creating more openings, including many in the "usual suspects" offices where certs are open right now. This bodes well for those looking to the next hiring class (June/July) and beyond.
