I thought that certs were issued with 3 names per position at each location. If that is correct, then how can there be 15-20 people saying they are on a cert for a specific location? Can someone break this down for me?

The short answer is that OPM needs to give SSA three names to consider on a cert (the three top scorers with that GAL, taking into account vet's preference), but because there are so many certs at once, OPM needs to take that into account and doesn't know in what order SSA will consider the certs, so extra names are added. If you go to the OPM website, there is a handbook that lays out the general rules, but in practice, it is pretty fuzzy. Meaning, if SSA asks for 62 certs, how many names does OPM really have to send over?

No, it's not just 3 names per cert. Because they pull several cities at one time, if they only got 3 names, the top 3 scorers with wide open GAL's would likely be the only 3 on all of them, at least on the firs few rounds.
ODAR gets many names for each city and there's a certain voodoo to how they go through the selection process so that they get to the people they want and avoid the people they don't. They are obligated to consider the high scorers, but they are NOT obligated to offer them a job. So ODAR gets many names (my personal WAG is that when they request a cert they either specify a number of names or down to a specific score) and everyone that appears on a cert gets an interview (and only one interview).

OPM decides how many names to put on each city's list of eligibles. It's not voodoo, but it is complex, especially when there are many certs at once and when they are using the dual certification method (described by Miss above) as the do for SSA certs.

I sometimes cry myself to sleep clutching the hand made silk robe I bought in anticipation of being hired off the 1st cert and saying over and over again "But Funkyodar??? What? How? Why? Funkyodar? ?" Actually, my friend if not you... who?
