Somewhere along the process, it has become accepted wisdom that ODAR can only make one offer at a time (as opposed to working two lists from different geographic areas), and must receive an accept or reject before moving on to the next offer. I can't remember the source, but I seem to recall that it is part of OPM's new procedure with regard to hiring from the Register. I thought things moved considerably faster after the first hire. Even accounting for the speed up in acceptances with the 24 hour rule, it seemed as if hires were coming out much quicker. I think they can do simultaneous offers as long as potential candidates do not overlap cities. There is overlap by definition when they start because a few people have wide open GAL's and get every city, but that could change as people get eliminated from consideration on a cert either by declining the location on their GAL lists or getting hired elsewhere.

I thought it was because of the " top 3 scorers " rule. When they had to start pulling individual city certs, the top 3 rule makes the order of the offers matter a whole lot more. If A accepts the offer then A comes out of the running for A's remaining cities, moving people below A on A's other cities up a notch. The order of the offers/cities is one of the few things ODAR can manipulate to get to the people they want. A lower scorer might be reachable if the folks above him or her on the list can be offered other cities first.
At least that was my impression - but remember, it's just the SWAG of an outsider who's hoping that the people above her on the lists get pulled off for other cities first!
it's one of the few times in my life that I've wanted to be picked last!

It's actually a combination of the top 3 rule--a hire has to be from one of the top 3 scores for a position--and the use of dual certification for SSA certs. Dual certification is the method of pulling certs that allows a candidate to be on multiple certs for an agency at the same time. It is why some of us are on the certs for all 62 cities.

OK. It is about to get very real calls should start today or maybe tomorrow. I will get polls up as soon as we start getting reports. Please be ready give Bob or Melinda your answer if they call. ODAR only has so much time in which to hire for the May start date. If you hang us up for 24 hours to talk to your spouse or think about it you are potentially delaying for weeks somebody else getting the call.
If you like me are in hearings/meetings off and on all day make sure you check your phone as frequently as you can.

It will be very difficult to return Bob's call quickly from a holding cell. I regularly use my cell phone in court (on "do not disturb" mode) and even during hearings and trials. I use my cell phone to review/update my calendar, to access WestlawNext, and to communicate with my staff. I've even used it to text my staff during a jury trial (while I was examining a witness) in order to get a certified document which I then used to impeach the witness. A cellphone has become a tool of the trade.

Yes, Funky it is amazing anything is done on 4/20....LOL! I needed that laugh on this rather long Monday for me. No, noweeman it is a SWAG based upon some science that it usually takes about a week for SSA to make offers after the GAL preference list is returned to them based upon past practice.
