Thanks for all the answers. Sounds like at best, it will be a year to two years. Sounds like at worst (for me; which is really what's important, right), it could be multiple years (3+). I assume I am understanding correctly. They could open up for past applicants to refresh the current pool, without opening up for new applicants. Good luck to everyone. Hard to think about what will be going on 3+ years from now, but I will go and try and put an alert on the job site. Don't count yourself out. A few clarifications. First, a "refresh" means that the Register is opened for a limited period of time (or a target number of candidates). During that open period, new people can start the application and testing process, and people on the existing Register can 1) change their geographic availability, or 2) reapply in the hope of improving their ranking on the Register. When people talk about a limited refresh, they mean only allowing existing Register people to adjust their geographic availability. Second, eligible veterans can apply to the Register at any time. Instructions on how that process works should be on USAjobs.com. Watch USAjobs.gov for announcements about the ALJ Register. When a refresh is done, it can be fast. While all 10-point preferences have their root in someone's military service, not all 10-point preference eligibles are themselves veterans.

This is an interesting discussion. I for one was booted out at stage 1 of the process, and am awaiting any word on my appeal. (It should be noted that OPM shut down the secure email service they used to contact me.)
I think if anything is done regarding this register and the appeals are not adjudicated, it could lead to litigation and muck up the entire system. And I think SSA/OPM think that too.

It wasn't 600, but 1100. They actually got more than that, because applications closed at midnight on the day they reached 1100 applicants, which ended up being the day after applications opened. Essentially, all the apps came in within a period of 48 hours. The last time around with the new register was much less of a rush.

The register technically expires late this year. No doubt it will be extended. Maybe, just maybe, at the time of extension we will hear something about OPM's plans for the register's future: refresh, new register, GAL expansion, etc.
(Yeah, right.)

Keep living your life, building your career, adding to your skill set... but do not forget about this process or about this Board I applied during the much-discussed November 2009 register refresh... and got bounced on the very first cut. I appealed immediately... and got a form-letter denial within a matter of weeks. But I kept the position in mind and kept lurking on the Board. I changed jobs in 2011 in the hopes of making myself a more attractive ALJ candidate. When OPM opened the application for a new register in March 2013, I applied anew, lived through innumerable rounds of testing and interviews... then got an offer in January 2015 and just went through my "graduation" ceremony in Falls Church yesterday. So the whole process from first application to final investiture took me exactly 5 1/2 years... but I never gave up, kept doing what I could do to improve my professional credentials... and, most importantly, kept reading this board. If this job is something you really want to have... keep at it! I can affirm that it is definitely worth the wait.
