I don't know how many layers this went through before getting to Andrew's source, but it could represent a plan to transition to an AJ system in the long term. If so they Agency will have to go to congress to get it to happen. Given the problems this hire up has experienced I could see the will being there to go through with the pain of making it happen. Otherwise I don't see how this would work, as sitting ALJ's are more likely to be looking to leave the agency rather than join, and I cannot see OPM allowing SSA to advertise candidates on the register to apply directly to SSA rather then being referred by OPM through the certificate process. As for Veterans' Preference I am sure AJ's would be classified 0905 excepted service employees. Veteran status can be considered a positive thing but would not likely represent any concrete advantage in hiring. First, as SAAO says they can't hire ALJs as indicated by Andrew's source. They could convert to AJs with some statutory changes. Second, even after they get done with the build up they have to hire between 100 & 150 to keep up with attrition in the corps. Can you imagine ODAR's costs in time and money to sort 10,000+ resumes a year. There are certainly issues with how efficiently OPM has managed this part of the process but does ODAR really want to do it themselves. I am not saying some folks at ODAR don't think it's a good idea but its not happening next year.

I think this type of change goes beyond the hiring process and gets to the administrative control over AJ's as opposed to ALJ's. This is one of those topics previously beaten to death in other threads.

I agree. But from what I heard from an employee within the Administration is that the cost and resources to do the registry just doesn't make sense. The process has worked for other ALJ positions and they will tailor any opening announcement to include pretty strict guidelines to weed out a lot of the applicants at the initial level. He indicated that he thought the Administration was already working with OPM on making this happen sometime next year. I do believe he was credible and this would make sense with the current register expiring. I heard from an employee within the Administration (ODAR consists of 10,000 employees) that the rumor is 100% BS.
But I did hear a rumor from an employee, tigerlaw, one of the 10,000 employees, that I will replace Chief Judge Bice as the new Chief as soon as the rumor you heard becomes reality. Don't worry, Dep. Chief Allen, you are still my #2 as I really like Boise and I know you have everything under control in Falls Church.
Andrew, normally you don't post so much BS in your first few posts (#4) unless you are the Stith from days gone by.
