I just received this intel from an extremely reliable source who wishes to remain anonymous:
It was announced today that both DC Sklar and DC Borland are "transitioning" out of ODAR in Mid August. This was totally unexpected. Borland was just telling folks at a management conference 5 days ago that he turned down a promotion to stay with ODAR.

Executives tend to get re-assigned every couple of years, and from what I understand the Sklar/Borland team have been at ODAR going on five years now, so it might just be that someone decided next FY would be a good time to bring in a new team. However new executives like to put their stamp on things, and they go in with the idea they only have a couple of years to implement their vision so their might be some dramatic changes at ODAR next FY.
I wonder if this is the event that prevented extension of August offers.

From what I have heard the August offers have been delayed due to the OPM breach and the inability to get the preliminary security clearance completed. It appears there is still a plan for a large hire of 75-90 (I have heard both numbers) for the end of Sept with training in October. There are several folks, about 6? or so who were deferred to an August start from the last group (my group that started June 29th). But with all the new information about Sklar and Borland, I am not sure how that news will change anything (if anything). Interesting times!

A Board member who wishes to remain anonymous has provided the following information:
Terrie Gruber (currently the Chief Program Officer for Disability Case Processing System Staff) will be the new ODAR DC, Donna Calvert (currently the RCC at San Francisco OGC) will be the new ODAR ADC.
Glenn Sklar is moving to OGC's Office of General Law as Acting Associate General Counsel.
Jim Borland is moving to ADC at OCOMM (Office of Communications).

I knew Glenn Sklar and Jim Borland and think a lot of them. Both are very smart, hard working and dedicated to their jobs. Wherever they go next, that group will be lucky to get them. Pix.

Have to respectfully disagree with you about Sklar. He put Bice in as CALJ and has been at rather constant war with the esteemed AALJ to little positive effect, plus Bede may have been allowed to stick around a little too long after presiding over that mess. A little outspoken honesty from him in defense of the judges would have helped. That being said, Andrus is gone as are a few others and Sklar does seem to listen, even if he does not seem to actually do anything.

Agreed. While I personally like the two of them, I think the nature of their job in ODAR puts them at odds with the judges because of the agency goals. I can see why the judges would not be supportive of them, especially of DC Sklar.
The war with the AALJ is a carryover from the previous commissioner, and DC Sklar has been following his marching orders. Hard for the judges to be onboard with him given that background.
I'm not defending either of them, but based on my knowledge of them, I think they are smart, hardworking (long after normal business hours) and dedicated to their jobs. Hopefully, in their next assignments, there won't be such friction with one group of employees. Pix.

Most people I talk to say the transition from Glenn to Terrie is a clear downgrade for ODAR. Is that the general consensus here?
