Yeah, sorry, donk, but once again, this isn't your usual job application. It's not that they lack professionalism or common courtesy, it's that they operate on their own time frame, and it seems it's not one they prefer, but one dictated by necessities of having to coordinate busy schedules to interview people, receive reference checks, have a hiring committee meet, get final approvals, and scheduling instructors coming in for training.
In the past, there have been a larger proportion of insiders, who understand this timing, and seem to have much more ability (on the job side) to move to a new position within the 3 week-ish time frame. Historically, the way they have handled people who need more time to wind up practices, etc, was to allow them to move to the next training class, but lately they have said "no" to several people who have asked for that accommodation. Given that this is the last class that they can squeeze into this fiscal (ends Sept 30), and the budget for fiscal 2016 has not been passed by Congress yet (no money = no offers, no training until there's funding), it's very likely that they will not allow anyone to slide to the next class, because they can't schedule a next class without funding.
Of course, they did have 6,000-ish apply for the position, and they do have more people on the Register waiting and a bunch more testing to come on the Register in a few months. So they can be picky or set what seem like unreasonable time deadlines, especially given how long it has taken from application to offer. So if they lose someone who can't take the job when offered, they'll move to someone who can.

Why only 10 calls a day? That's on average one call every 45 minutes.

The one-cert-per-city format requires ODAR, in many cases, to give offers out in a certain order in order to have the people it wants rise to the top three for consideration/offer. They also give everyone 24 hours to give a response. Many give an immediate response, allowing ODAR to continue down the list. Others need some or all of the 24 hours. The general consensus is that not all of the offers are completely daisy-chained like this, but enough of them are that there are times when if enough people early in the chain take a while to give a response to the offer, they can't get to all of the rest of the people in that chain in time.
There's great info in the FAQ section at the top of the General Section that explains some of the basics quite well.

On the issue of Mt Pleasant, I agree with some others that have reported it's merely a location issue. I've never heard a bad word about the office. In fact, I know the most recent hocalj there and I can't believe she would have anything less than a stellar office. Further, while I have extolled the virtues of Tupelo, maybe I haven't said enough about my first posting. Middlesboro is another office with high judge attrition. But, like Mt Pleasant, it's only because people want to go back home. The area is naturally beautiful, the town is right out of Mayberry and cost of living is low. And, you will not find a better group of folks or a group that does a better job than they do there. The staff is incredibly nice and amazing at their jobs. Management is the best I have ever experienced. And the judges are top notch at both doing this job and teaching it to newbies. Anyone would be very fortunate to start out there. Those out-of-the-way locales are also zombie-free zones. Something to consider... Miss and I know from outside reading that Louisiana is full of vampires.

Louisiana is full of vampires. At least 2 different kinds of Vampires - the fancy European style in New Orleans, and redneck ones in Shreveport. In addition, they have Voodoo Priestesses, Juju zombies, alligators, Cajuns, James Carville, David Duke, Terry Bradshaw, Britney Spears, Edwin Edwards, jazz musicians and descendants of Huey Long. Pretty scary when you actually think about it.

My understanding is that they average about 10 calls a day. I think they could squeeze in 50 - 60 calls in the time they have. How many people accept is impossible to say. Also every time someone takes longer than absolutely necessary they cut into the agency's ability to make as many offers as it would like. Not to burst your bubble "G" but those numbers of hires are likely not happening. It will be less than the 50/60 suggested by you, much to my own chagrin. However, I am a realist and 40 or less is the most likely number. Sorry! MPD I said "they COULD squeeze in 50 - 60 calls...." not that they will. I think the actual offer number will be 50 but that is my own SWAG. I also think they will run out of time because people don't give them an answer fast enough.

I received intel that offers would begin on Friday or later with hopes to fill 2 classes for a total hire of 50 to 60.

I believe the hold up is them checking the candidates' email addresses against the Ashley Madison list. Wouldn't take that long, but I assume waiting on the Chinese to grant access to your background info takes a while.
