Hmmm. That is really odd to "start with a training period before receiving a permanent assignment." Something is up with this. Either they are doing something totally unprecedented or the author of that statement got it wrong. Surely she has been hired for a particular location!
EDIT: Considering the ALJ in the article is currently showing as actively working, no doubt she was hired for Detroit where she is now located. Unless I am missing something.

I really don't think there is nefarious machinations at work here but rather the inarticulate language used by a news source (and this is rare right?).
I think it merely says that Judge X will go to training then "go" to their permanent place of business...vice get notified of their new place of business once training is completed.
While I am not sure how things are going right now - I actually reported to my permanent duty location two weeks before training - so I obviously knew of where I was going.
I chalk this up to reporting and trusting they use precision in their reporting.

I agree and the article mentioned the judge was looking to go somewhere warmer than Detroit - so I think she knows, ODAR knows, etc and the explanation above is likely correct.

It's two different people. Scary Mary obviously knows where she is going to start in June 2016. The other one, hired to start in Fall 2015, didn't know so far as the story is concerned.
Interestingly, Jameson Cook was the reporter on both stories. I suppose someone could drop him an email about the question if one doubted his story.

I guess my question is: Has there been an ALJ that was hired off this register that didn't report where they were assigned because they didn't know where they were assigned?

Sounds like she went to training last fall and is now in her duty location. I'm not sure you should read the story to mean that she didn't know where she was going. She probably didn't want to disclose that info.

Tobin was assigned to specific location as per OPM rules. She never appeared at that site but apparently is from a political family and SOMEHOW she wss allowed to sit in Oak Park, MI very close to her home till she went to training. There was a Judge on the transfer list for that site [Oak Park]. Tobin was then stashed in Detroit and no one on the transfer list wanted to transfer to Detroit at the time. Meanwhile, the site OPM had as her permanent location was ordered to keep her time as if she were actually present. So the Agency has violated OPM rules, lying to OPM and covering up that Tobin never appeared at the site to which OPM had her assigned, all to get her to a site she likes better. Hope you enjoy a long stint in some out of the way spot in your first tour as an ALJ, unless you have political juice, then you can go where you want right away.
