Maybe I’m too skeptical—but part of me thinks this is a desperate gasp to get people to volunteer to go to certain offices. There are multiple locations on the list that need bodies and have ZERO people looking to go there…

The agency needs people at many of these locations because the intake is so much higher in them. On the other hand when I got hired lots of people wanted to be in CA and it didn't work for them. Now you got your shot. Also I'm not sure what will happen at the house if we get offered Honolulu......

Exactly. The office I desire to transfer to lost several judges over the last few years, with more retirements planned. I’m not hearings cases from the office to which I am technically assigned. Why not just transfer me home so my family and I can have some repose about the future?

The union should assemble a list of ALJs who are truly not where they need to be. Not people like me who would prefer a shorter commute, but people who are sleeping in a bed that is in the wrong house (that sounds dirty when I put it that way). ALJs who will absolutely move to their desired location if offered (say at the end of school year).
I suspect at this point the number isn't that high. Think about it, there hasn't been hiring in so long. Of the most recent classes, of those who took the job with the hope and plan to get back home, some have managed to do so.
I would guess the majority of the others at this point have probably planted roots wherever they are and are staying.
Maybe I'm wrong, and it's a huge number.
But find out. If it's 300, then probably nothing to be done but let the process play itself out.
But what if it's just 30? Maybe present the list to management, particularly now, and see if as a good will gesture we can't get them home.
Seems like a relatively low effort undertaking to me even if ultimately the odds of it accomplishing anything aren't great.
