Every organization has its own abbreviations. I thought the Army was bad:
MTMC ROE ROI Article 15 CoS The old man Leg LOD
Everywhere you go in government, you have to learn a new jargon.

It is my understanding that attorney-advisors (and other staff) hired by SSA with Economic Stimulus money must be in place NLT June 30, 2009. Thanks for that info. The ads on Monster say they will be doing their hiring from now until September, so it is probably a mix of stimulus money and other factors.
