In July I was told I was not among the most highly qualified. I appealed, and got an e-mail saying they received it. I asked if they were not going to consider my appeal until after the current register was complete - 3 or 4 months later they responded that that was the case. I also wrote my congresscritters - 2 of 3 have responded with similar pro forma response from OPM, and I'm not going to bug them any more.
One tiny little thing of minor interest is the letter they wrote one congresscritter said something like the "0" rating on my initial notice simply referred to my ineligibility for veterans points, and that everyone was rated 0, 5, or 10. I had never gotten that impression before, and thought I heard of some folk getting ratings such as 3.
It really would have been nice if they could have provided a little more explanation at every step along the way.

Looking at the Application Manager, I am wondering about the last notification on the Application Manager? Did everyone just get only notification that the written test was complete and nothing about the structured interview having been completed?

Right, there is nothing about the SI on Application Manager.
