Why did they call you for a location that you did not list? What does this mean for NE'ers? If they were not hiring in the NE why didn't they tell us that before we spent the cash (time, airfare, etc.) on parts 2& 3? They were aware of preferences from day 1.

I was just called by the Office of Medicare Hearings, asking me if I was interested in interviewing next week for a position as an ALJ in Irvine, CA or Miami, FL. I asked if my name had come up on a certificate, and the caller said "I guess so." Fascinating! I guess this should dispel the speculation that there's a bunch of people hiding out there with high 90s (since Just's score is at 80 or so). As for OMHA, I know a few ODAR ALJs that transferred there. Overall, they said it's a good agency, but it seems like the one in Irvine is happier then my other friend in Cleveland.

Can we conclude from this that no one with a score above 80 indicated they wanted to work in Miami or Irvine? How does OMHA avoid the necessity of offering to interview people who scored higher than 80 and willing to work in all locations?

The Office of Medicare Hearings called me about an hour ago too. Unfortunately I missed the call, so she left a message on my voicemail saying she was leaving work in 10 minutes and I should call her back next week. Great timing -- a whole weekend to stew about it! Thanks for your post, though. Since the caller said she was from Cleveland, I assumed that's where the job probably was. Interesting to know there are other possibilities.

I asked if my name had come up on a certificate, and the caller said "I guess so." Now I am really curious - if you didn't say you'd go "anywhere" and you didn't list Irvine - then will this "turn down" count as your one "freebie" ? Does anyone know ? (Voice in the wilderness here......)

I listed Irvine, not Miami. But since I missed the call I don't know which location they might want me to interview for.
They called my home number. Might have also called me at work, but I was already heading home by the time they called.

Thanks. Actually, neither location was on my list, so I declined. It was justfoundthisboard who had not listed Irvine and did decline. I am wondering if that counts against him for declinations. Wouldn't seem fair......

And the procedure specified in the announcement was only one declination allowed -- so it would seem that justfoundthisboard's declination would count. The only thing that does not add up is that these locations were not on justfoundthisboard's list.
It appears the Office of Medicare Hearings is trying to get their hiring done before SSA,while they still have first pick!

This information, along with the other revelation from kingfisher about being hired at a location he did not list, makes me think that the agencies must have some way of requesting geographic location changes with OPM. It's very clear that WE cannot add locations with OPM, but I'm beginning to suspect it's possible for the agencies to request some type of variance from OPM if they find a candidate they like who's willing to add a location.

I will be upset if I learn that the "turn down" counts against me. I agree with Chris. However, if it counts against you, it would be for the OMHA certificate, not the ODAR one. So I don't think you'd have much to worry about for the SSA ALJ hiring because it's a different federal agency and a different certificate. My score was 80.23 or 90.23 depending on if the veterans points were in or not. Based on awcpurple's post about being contacted by OMHA for the same openings (and he's at 79.9 with no VP), I would guess you're most likely 80.23 since a jump from 90.23 to 79.9 sounds a bit more unlikely then 80.23 to 79.9. Of course, this is just my humble opinion. Good luck!

From the Vacancy Announcement:
If you decline consideration for a geographical location for which you previously indicated availability, you will be removed from further consideration for that location.
Further, as noted in the Receiving Employment Consideration section, if you decline two (2) job offers, your name will be suspended from the register for one (1) year or until the register is terminated, whichever occurs first.
JustFound has not declined a job offer, but rather an interview, and has not declined consideration for a location for which he(?) previously indicated availability.
But the announcement also provides:
The ALJ register will be used as the source of names to make referrals to agencies for employment consideration when they have entry level ALJ vacancies to fill. Names are referred in numerical score order, based on the duty location of the position(s) to be filled and the geographical preference of applicants. It is the responsibility of the hiring agency to make selections from the list of candidates referred for employment consideration from among the highest three available names, taking into consideration veterans' preference rules regarding order of selection.
If names are referred based on locations to be filled and geo preference, and JustFound did not list either of the locations for which OMHA is hiring, why was his name referred in the first place?
Any guidance will be appreciated.

Good question. I'm guessing his name was on a different city list, but they have too many good candidates for that city, and not enough for Miami and Irvine, so they're trying to get some people to add cities.

Or it could just be some clerk at OPM thought Tampa FL was close enough to Miami and San Diego was close enough to Irvine that Justfoundthisboard fits the criteria from OMHA and forwarded his name. Hard to say really. Only OPM knows for sure and they ain't talking.

Yes, I did have the entire DC area listed (where I live now), and I also had Cleveland (where I went to law school). I just looked up the Office of Medicare Appeals' website. It has field offices in DC, Cleveland, Irvine, and Miami. There is also a headquarters office, though location is not specified. Presumably also DC. I have heard (from another source) that Medicare has 9 vacancies. So if they got a list of 27, then I guess an 80.23 puts me in the top 27? Does this mean they have already contacted 25 other people and they all wanted DC? I do not understand this process!! I don't either, but it's interesting to try, and maybe this is how it works: I'm sure that a lot of good people listed availability in DC so they are looking to move some of you over to Miami or Irvine. While that 80.23 probably doesn't put you in the top 27 of the entire list, I imagine it puts you in the top 27 for the DC area and Cleveland. This scenario makes sense to me, but am I missing anything?

I think Workdrone may be right. I have been reading this intriguing thread with interest, and that is the conclusion I came to. At first I thought the screw up could have been with the hiring agency, but on reflection, it would have not received the name unless someone at OPM had put it on on the list.
Time to leave for dinner. I will discuss this with my husband while we are out and see what he thinks. Although he doesn't have a lot of interest in this stuff. But then, what does he know? Pix.
