I agree. The fact that 76 and change was reached on certificate of 36 people (12 positions) has changed the way I feel about my sub-70 score. I'm thinking that most of people with the kinds of backgrounds that supported the higher scores are not all that flexible when it comes to location availability. A certificate for as few as 75 positions (225?) could go pretty deep into the register if the "right" locations are selected by SSA/ODAR. Who knows how far down the register 150 positions would take us. I would guess a lot of ODAR and OGC SSA attorneys listed a higher number of locations, and there are a lot of these people (me too)in the lower 70s, 60s, and 50s.
This kind of speculation is probably accurate as if not better than the math extrapolations above.

I have a score, no VP. While I was away over Thanksgiving, OMHA left a message seeking an interview. I established an interview time of Weds. afternoon. Of the three locales -- Cleveland, Miami and Irvine -- I had selected only Irvine. Yesterday morning, OMHA contacted me to cancel the interview. I was told there was only one position in Irvine, and that my referred group of 3 included two veterans. Consequently, OMHA thought the interview was without purpose, although they were quite kind in the process.
So here's hoping for some movement on the SSA budget.

Isn't the requirement to consider the top 3 in each location a statutory one? If so, how can OMHA just blow it off? What if the two veterans decline this location or, heaven forbid, are absolutely not suitable?

I haven't been through this process or one like it before, so I'm not sure I fully understand either the rules or what happened in my particular case. As I said, I was treated with kindness as well as civility.
However, any additional enlightment about the process would be appreciated.

Here's an old thread discussing rule of three and the selection process: aljdiscussion.proboards107.com/index.cgi?board=general&action=display&thread=1193275786&page=2Please read the posts from the middle of 2nd page regarding the "rule of three" and the effects of veteran's preference on selection off the certification. If an agency pass over a veteran and hired a non-veteran with the same or lower score, it has to provide written justification to OPM (however, the agency can hire the non-veteran without justification if she has the highest score of the three). Additionally, the veteran can probably take the matter before the MSPB to challenge the justification. As explained in some of the older threads, large agency like SSA has ways of gaming the system when they hire large classes of ALJs. However, when you have a small certificate like the one OMHA requested, it becomes very difficult to pass over a veteran, not to mention two. Sounds like you'll probably be interviewed by SSA as well, and they will have much more maneuvering room than OMHA did. Thanks and good luck!

I haven't seen any posts from the folks who interviewed with OMHA. I'm wondering if they had to sign a confidentiality pledge like the ones for the WD and the SI.

This really is going to be the fun part - watching the success stories roll in! This board has been my lifeline as the process unfolds, an almost rational place in the midst of confusion.
