I haven't see the proposal, but I am generally opposed to a degree of "specialization" that removes cases from the review of general ALJ's. The pressure to produce, to steamline, to standardize the caseload -- each of impulses is real, and the number of people waiting is huge. But we are Judges and each case demands to be heard, not merely processed. If we don't care about these issues, who will?
