For those who are not chosen this round, what happens the next time SSA wants to hire? Do we re-interview or is it a one shot deal? For example, if I was the runner-up for a spot in Atlanta and another opening in Atlanta were to happen say later in 2008, would I just get the job offer or do I interview again?

In the past, many people were hired for the NEXT class after the class they interviewed for. That's what happened to me. Of course, this time will be different because it is the first set of interviews on the new register.
I did NOT have to interview again for that next class.
However, if more than a year or two passes between classes, it is likely they will interview people again.
I interviewed in 1999 or 2000 or so (not sure on the dates). Wasn't hired. Then interviewed again in 2004 and was hired in 2005.
