Note: there are 5 National Hearing Centers: Falls Curch, Baltimore, Chicago, Albuquerque, & St. Louis. These ALJ positions are considered mgmt & therefore have priority on the xfer lists. With 2 ODAR offices plus an NHC ofc in both Chicago & St. Louis areas, odds are pretty good that there may be vacancies on the GAL. If you get into the NHC, you may improve you odds for transferring to home a bit more quickly. I've heard folks really like the NHCs.

If folks really like them, why do they get preference for transfers and why are there so many transfers out of the NHC's??

why are there so many transfers out of the NHC's?? You answered your own question already - because people use it as a ticket to get priority transfer home.

They get preference because they're considered management postions, which bumps them ahead of non-management ALJs (everybody else already in line for a transfer for a particular ODAR). FYI, some folks from my class transfered from their original ODAR post to an NHC site because it was located in their hometown and there are often openings at NHCs. So some folks do transfer in from other ODARs and plan to stay.

I've heard folks really like the NHCs. Yup. A few ALJs I know who work in the NHC really likes the fact they got to hire and supervise their own attorney writers, and their attorney writers do a great job of summarizing the evidence before the hearing and writing decisions the way they want it. This really cuts down on prep, ALPO, and EDIT, and I can see it increase productivity quite a bit. Of course, the downside is you're holding video hearings via a video terminal in your office. But maybe that's what the future holds.
