Am I wrong in thinking that OPM now gives some weight to Administrative experience rather than none. Previously, OPM tried to give "added weight," but it was knocked down and found inconsistent with the Veteran's Preference process.
I have a question, maybe a dumb question, but what if you do not want to hire one of the TOP three. Are the only options to boot them by the "three strikes your out" method? Or anywhere on the list, can the hiring agency just say, "Look...We don't want to hire these candidates for these reasons" and go back for another three candidates? What if one or all of the three are veterans? Does that change the dynamic?

Panda, welcome to the board, and thanks for the additional explanations. I hope everyone now has a better grasp of why the scores are not as important at the SSA level as they were at the OPM level. We look forward to you input in the future as well. Pix.

Yet another question on this topic - if you are on the cert and you have had an interview set up and you have limited geographic availability, does that mean that you are in the top 3 for one of your locations?

Not necessarily. They do not break it down that finely for the purpose of issuing a certificate.
