Regrettably, it's at the discretion of your agency management. If they want to give it to you and come up with an excuse for it, it's a freebie. If they don't, it's well within their rights. There is no OPM regulation out there that requires an agency to give its employees administrative leave for job interviews. Good luck!

Administrative leave is excused absence from duty, administratively authorized, without loss of pay and without charge to leave. It is also referred to as excused absence. Administrative leave is not earned. It is granted at the discretion of the agency, or the official with the delegated authority, for reasonable periods of time for a variety of special situations. Administrative Leave is sometimes granted to cover time for job interviews and other out-placement activities when it is determined that it is in the agency’s interest…(this usually is only done in the context of downsizing/RIF.) See 5 USC 6104 and 6302(a).

It makes sense to me that SSA might approve admin leave for SSA employees interviewing for an SSA ALJ job. As an employee of another federal agency, though, it would not even occur to me to request admin leave to interview with SSA. How would that be in my agency's interest?
I had a similar discussion with SATO when I told them I did not feel it was appropriate to use my gov't issued credit card for a trip to interview with SSA since I don't work for SSA.

In our office (ODAR), we had admin for both WD and SI as well as for next week's upcoming interview. Each time I have received 2 10-hour days as I stayed/will be staying at a hotel overnight. It is 10 hours for me because I am on 4/10 flex schedule.

Lurker: I asked the question because at the point of the WD and SI, the ODAR employees were not interviewing for a SSA ALJ job. The interview was with OPM, although almost all of the jobs will be with SSA. Sorry. I was thinking about the upcoming interview. Okay, okay, it's about all I ever think about these days. I confess, I am surprised to hear that ODAR employees were given admin leave for the WD/SI - but I guess it's arguable that even though OPM was administering the test, having ODAR attorneys take the test was in the best interest of SSA.
