Since I am a glutton for punishment, I am appealing my WD fail and thinking about taking the test again as a 10 point vet.
Any insight into the 10 point vet approach (timeline, etc.)?

I think the general consensus has been that, due to the history of long appeal waits, timing is more your friend if you reapply under the 10 pointer rules. good luck

Does applying by 31 March basically mean sending in my DD214, VA letter, and request to be tested? Is anything else required?

You need patience as you sit and wait and flexibility as they probably will send you deadlines when each phase is must be completed by. You are very very fortunate to have the opportunity to re-do the test again and know exactly what you will face.

I preface this post with the caveat the my spouse would be a 5 point vet if he worked for the government. My spouse did 2 tours in Iraq when our children were toddlers.
I have no issue with the vet points being added.
But is there a limit to the number of times a 10 point vet can take the test? It would seem to be a very significant advantage to re-take it without prejudice. And so soon after the first try? Points added and re-taking the test seems too much of an advantage, but maybe that's just sour grapes. : ) Just wondering...? Feel free to shoot me down, scold and/or beat me for being insensitive if I am so being.

I, for one, think it is very fair. These rules are there for a reason and the primary one is to - yes - give the advantage to those who have sacrificed mightily for us.

I agree it is fair to add points. It's the re-taking without time limit that seems to weigh too heavily. My spouse will never be the same. I respect him and all other veterans. And I thank them.

I, for one, think it is very fair. These rules are there for a reason and the primary one is to - yes - give the advantage to those who have sacrificed mightily for us. I agree. My father is a former Marine of 30 years so I am a bit biased in favor of any advantage given to our military. It isn't a gimme, they still have to pass all the same steps each time. And frankly if someone wants the job bad enough to jump through all these hoops successive times, they will most likely do a great job. There is something to be said for hunger / perseverance like that. I have no problem with service members getting a few points and having the opportunity to retest as many times as they want in exchange for putting their lives in harms way and going through the turmoil of separation from family during the tours of service. Leg up? You bet it is.

IMHO, I think the law was written to allow 10 pointers to apply at anytime and just was not written with any limits to it. I'm a 10 pointer and wished I had known about the law 5 years ago, but didn't until last March when this process opened. It's fair enough, it's not as if there are dozens of 10 pointers paying thousands of dollars to fly up to D.C. every 6 months to increase their score, to me, it basically gives a 10 pointer a mulligan and all of them have earned it to include your husband. I really believe it's used by a very small number of folks each year and it is there for those that have served their country.

Look at the appeal instructions agagin. If you apply to re-take the exam, I believe that kills your appeal. Probably better off just retaking as a 10 point Vet.

Side issue: Does anyone know the difference between being a 10-pointer, and a 30% 10-pointer? My understanding is that if you are a 30% 10-pointer you are entitled to notice that you have been given bona fide consideration and passed over, whereas if you are merely a 10-pointer without 30% you are not entitled to the notice, and you will get crickets. Is this correct? Thanks, Almost correct. If any veteran 10% or 100% disabled gets passed over by using another veteran (5 or 10 pointer) then they are not entitled to anything but crickets! As a five pointer I got passed over for the SSA AA job and they chose a non vet. I had to ask for the justification from SSA HR folks--it was complete nonsense and I could have fought it but by that time I was hired at a different ODAR. Had I been a 10 pointer >30% they would have had to get OPM approval. Keep in mind that these preferences we talk about are for competitive service positions, most Attorney positions are in the exempted service. This is why they need vets on the cert that is coming up because as bartleby as often stated the vets that are deemed to be undesireable are three struck using other vets--that is the way the rules are written. Vets who go in the latter certs actually have better odds of not being struck, particularly if they show in #1 positions and there are no vets in the #2 or #3 positions. I suppose that if a vet is that undesireable then they are simply not going to hire for that specific location.

Answer to your question--yes, you can get the job over a 10 pointer as long as you are one of the top three highest scoring candidates on the cert for that specific location.
FYI re vet codes CPS - Disability rating of 30% or more (10 points) CP - Disability rating of at least 10% but less than 30% (10 points) XP - Disability rating less than 10% (10 points) TP - Preference eligibles with no disability rating (5 points)

Any student of this Board knows a lot of vets heard crickets. Let's hope this new Administration at Puzzle Palace as well as this new OPM requirement of a cert for each city allows greater adherence to the intent of the law.

I am a 10 pointer that didn't score high enough on WD and have to reapply. I chose not to appeal and just retest, because I wasn't happy with my performance on the WD. I submitted my application on 31 May.
Has any other 10 point vet who is retesting and filed by 31 May received their instructions yet for retest?
I know we will have to do the non-proctored and then proctored portions, but I am not sure when the tests will be scheduled since we have to complete the test in 3 months.
