My understanding is that if OPM takes applications for a new register they trash the existing one. It would seem more wasteful for OPM to take apps and administer exams for a new register if they have a sufficient number of people on the existing one to meet hiring needs.

OPM does not have to trash the current register in order to accept new applications and add to the current register. Those new people merely go through the same process of application, possible invitation for WD and SI and then score placing them on the current register. The method of adding people to the register is in the regulations. I believe an old thread on this board explained the process with applicable quotes. The fact is that those of us who did not get hired this round from the current register could have some new applicants (or people who win appeals) score higher and be placed above us on this same register that will last until 2010.

If you are already on the Register and they reopen to accept new applications, can you reapply in hopes of raising your score? A25

A while back somebody mentioned filing an MSPB appeal based on OPM's failure to act on the appeals within a reasonable period. Did anyone do that?
