I'd imagine this is getting appealed. Despite the tap dancing in the Circuit Court decision, this flies pretty squarely in the face of Califano. (I am not expressing any opinion on whether residents of Puerto Rico ought get SSI).
Minimum wage in Puerto Rico is $5. Quick math tells me someone could work 50 hours a week and be below SGA. If this stands, they'll have to make some sort of adjustment.

9 out of the top 10 zip codes that receive Title II disability benefits are in Puerto Rico. Roughly 20% of the working age population is receiving Social security disability compared to roughly 9% on the Mainland. Having worked in PR for 6 years, if SSI benefits are upheld, I predict more than 50% of the population will be on disability. However, even if upheld, I don't think SSI will be possible in PR because the PR government would have to foot part of the bill, as States do here.
