Full article is behind a paywall. It could be that SSA is moving some operations out of capital region. Current administration has said they want to move agencies to other parts of the country, I have an idea to where and why but that is just me being cynical.

Since around 2014, during Obama administration, GSA has been consolidating fed office space with job-sharing, telework, less offices and more workstations. Corona has probably accelerated those reductions of footprints. SSA may have bought into this concept. For the record, it is awful, even though feds often have wasted space. Lack of privacy, germs, noise, are all big problems, even as GSA "experts" and highly-paid consultants assure agencies that it works. Maybe someone can get this disaster to the White House and pres will block it.
