The basic question is: Given no other "ups," can one expect to start at at least $116,000? Yes. You found the right chart. Everyone gets locality pay these days, it's just a matter of degree. So the lowest you'll get paid as an 3/A ALJ is $116,000.

$116,593 is the base pay of an AL-3A ($102,400) plus basic locality. Everyplace gets a locality adjustment, some are higher than others. The chart found at www.opm.gov/oca/09tables/html/alj_loc.asp is everyplace ELSE that gets more than a basic locality. If your city is NOT in one of those 31 listed areas, then beginning pay is, with locality, $116,593. If you city IS within one of those 31 listed areas, then the beginning pay is as listed in the first column. So, yes, one can expect to start at at least $116,593. The base pay is important for "matching" --- see another thread --- because if "matching" is to be done for current federal employees, it will be based on base pay and not on base pay PLUS locality. Which means that a current federal employee in Washington DC where there is a whopping locality adjustment who gets hired in Antler Ear, Kansas where there is only the basic locality which is much less than in DC may actually LOSE income. ( Of course, the COL in Antler Ear is going to be less than DC, so it could be a wash....)

eaglejag, none of the retired JAGs had pay matched last year. In addition as a retiree, you get no service credit for leave accrual (so you'd only accrue 4 hours of leave per two week pay period). Those of us selected last year asked for both and were turned down without exception.

Wow, that sucks. The adjusted SCD is supposed to be negotiable as OPM allows for new hires (including military retirees) to get credit for their prior service under specific circumstances as a "recruitment incentive." www.opm.gov/oca/compmemo/2006/2006-11.asp Wouldn't want an agency to appreciate over two decades of service to your country or anything.

jagghagg- my sympathiy for your sitrep. I don't know of any retired JAs who were appointed at other than 3A including retired 0-6s with 30 years military service. Also many of you may not know that a retired military officer cannot claim veteran's preference unless disabled or Purple Heart recipient. I really believe the reason there are so many of us that were appointed long ago is we were essentially a known quantity- we were team players but we weren't going to put-up with any bovine excrement. Now they want folks who are used to towing the line under the theme of "customer service" and management is stuck with us, for at least a little while longer. They don't like people who tell them to "pound sand"; it keeps things interesting bit I must confess I have never become a good civilian.

I would have a lot of trouble believing that anybody other than a federal employee meeting some fairly rigid criteria would ever be offered more than a 3A salary. If you are earning so much in private practice that you would be reluctant to accept 3A, you should not be bothering with this process.
