I know, I know--do a "search." Well, I did and I do not really understand what this means.
I applied for the first time in the most recent group--around October 2008. I got a decent albeit not great score, and made the "certificate. Had what I thought was a great SSA interview.
However, was not offered a position. How many "strikes" have I had? What the **** does that mean in practice? Does it mean that because I made one certificate and was not made an offer I can just "forget it.?

Other than the powers that be in the Crystal Palace, no one really knows for sure who's on the three strike list and who's just unlucky due to timing, geography, or the other candidates they were up against.
So other than keep trying a few more times, I don't have a better advice for you.

Once the agency has considered a candidate for a position three times, on one certificate, or multiple certificates, it may decline to consider that candidate further.

Ack-joo-wall-eee, it is three considerations for a same (or similar) position.
5 CFR ยง 332.405 Three considerations for appointment. An appointing officer is not required to consider an eligible who has been considered by him for three separate appointments from the same or different certificates for the same position.
So three considerations for being a plumber is not three considerations for being a painter. (Or a Flibbertigibbet Maker... ;D)
Of course, three considerations for being an ALJ in, oh, Seven Fields, is the same as a total of three considerations for being an ALJ in San Juan, Syracuse and Seattle.
And, as far as the SSA goes, "consideration" means looking at your name before selections begin and deciding you will only be put in a group of three (Rule of Three) three times if they really HAVE to.... _________________________________________________
BTW - do your search (a)limited to the General Board, (b) covering the last 360 days, (c) asking for only "threads" to appear, (d) searching only in the subject line and (e) using the word "strike" - you will come up with a thread called "Do I FINALLY understand the Rule of Three?" and it should explain everything in EXCRUCIATING detail......

JH, PF (or anybody else who may know), if the current cert is for 55 openings, did OPM send over a cert for X3 that many slots (i.e. 165 names), or can SSA ask for more based on the fact that there may be many people they know longer wish to consider (i.e. can they say send us 215 names because we know we dont want to consider 50 people)?
