As so often is the case, I have both good news and bad news.
The bad news first. Apparently, the 55 or so hires in September are subtracted from the FY 2010 hiring. Accordingly, instead of 208 positions, that would leave approximately 150 more slots to fill throughout 2010.
The good news: Apparently SSA intends to hire approximately 90 judges above attrition for both 2011 and 2012. Assuming a 60 judge attrition rate per annum that is another 300 openings, folks.

Well, this dovetails nicely with the rumor (rumor alert!) I noted as hearing - that SSA really did not want to hire more in 2009 because it didn't like what was left on the Register which would fill the certs. And so, basically, SSA asked OPM "how many" it had to take off the Register to get OPM to re-open and refresh. So they take 50 from next year to serve that purpose and then may well be rewarded by an opening the Register. Fresh Horses.
Nonetheless - going forward - there is to be a new hire and fifty-some-odd happy campers. Good luck!!!

Call me naive but from all I have read on this Board and elsewhere SSA was going to do a big hire in the Summer (150) and a smaller higher in the Autumn (50). And in 2010 hire an additional 200 or so. I do not see how the 50 comes off the 2010 hires and have seen nor heard anything to substantiate that.

That was my initial understanding as well. My post is based upon new info from a reliable source, so make of it what you will. Maybe it's hooey, but I don't think so.

this really isnt a rumor. the dep comm has said pretty much this exact thing to large groups of SSA employees on more than one occasion in the past few months. "pretty much" ? What exactly did the deputy commissioner say? When and where were the statements made? I just find it hard to believe that the Deputy Commissioner would make such an assertion.

It took each of the two preceding candidate classes seven months to receive results from the register. It has taken ten months to hire people for SSA. A large number of candidates will have to be taken because everybody's eligibility expires in 10/2010. Logistically, OPM could wait until January to reopen the register. Theoretically, the test would be done and candidates available from a new register in FY 2010, if all goes well. OPM could open the process earlier, but then, all of us from 2008 would be disqualified from competing in it, wholly or partly. I'm not sure OPM perceives that as wise. My judgment leans toward the conclusion that the register will not be refreshed in time for SSA to draw on new candidates. For those on the register presently, this would be positive news, maybe.

Doesn't your speculation conflict with the many quotes we have seen recently from SSA officials indicating that they want OPM to refresh the register, including this quote from a report entitled "Quick Response Evaluation," dated August 2009 (linked in the "Hiring numbers" thread): "The Commissioner has expressed concerns to the OPM Director that the ALJ register has not been updated for SSA to hire the 208 ALJs in FY 2010. SSA should continue to work with OPM to ensure ALJs are hired within the planned time frames."

No. OPM and SSA are engaged in the cardgame of bureaucracy. OPM wins this trick if it allows time To run out. SSA and OPM have differing views of the ALJ process, each seeking to establish it's view. OPM has not said anything indicating a reopening. It makes its views known through the passage of time, akin to a pocket veto.
