Is it safe to assume that the references listed in my resume must be the same as the ones in the competency sections of my application? I ask because the competency answers require that I list an individual with specific knowledge of that subject matter. However, I would like to add a few more "general" references to my resume. These general references have known me longer and can discuss broader aspects of skill-set/character.

It's never safe to assume anything in this process.
I don't think they even look at the names in the competency answers as references. They are simply verifiers.
As for your resume, I doubt that anyone ever looks at again after you submit it, unless ODAR uses it to verify that you have connections to the agency.

I spoke with a Chief ALJ at a local ODAR recently to see if he was OK with serving as a reference on my resume. He said sure, and also said that he has been contacted for past applicants. He said that he was sent a form to complete and return to OPM. I am curious to know how often references on resumes or applications are actually contacted, if they are usually the "in house" references (i.e. agency/ODAR people) and what this reference "form" asks.

I can't answer for inside versus outside. I have been contacted as a reference for multiple candidates, both before and after having become an ALJ. I've been with SSA over a decade.

The reference pitfalls and processes have been well documented in prior threads. It is well worth a look-see to those souls who are not crap-shooters.

ODAR's past practice has been to request references when your name is placed on a cert. These will be checked during the hiring process. Adding them to a resume certainly can't hurt, but you will have to go through the exercise again if you make a cert, and ODAR will ask for specific categories of references. These can be different from the verifiers you listed on your OPM application as the two agencies are really asking for two different things.
