Can anyone tell me if he or she knows of GS-12 SSA attorneys getting ALJ offers, or is it usually those with senior attorney (GS-13) experience? I am sure it depends on the particulars of the situation and perhaps how much outside experience the inidividual has, but in general...?

An educated guess based on the few hiring lists I have seen is less than 20% of the insiders hired. Typical "insiders" hired from ODAR are AJs from the AC, higher ups at OCALJ's office, attorney HODs, attorney GS, or SA. SSA OGC and IG offices are also sources of insider hires.
There are a few AA hired here and there, but I don't know of their individual qualifications; i.e. whether they have extensive outside experience or are lifers. So the best advice I have is just try your best and don't bet the farm on this.

REp, as an ODAR SAA, what I've heard and seen is that many of the insiders hired in the last 2 rounds were GSs and HODs; a few SAAs. I have not heard of any GS-12 SAs being hired. But don't let that discourage you..

A judge who came on board last summer (2009) in at least one office was a GS-12 AA when the application was made in 2008 and had become a GS by the time of the cert in Spring 2009. So, I think there's hope although I agree with karaj that most of the hires from within SSA the last couple of rounds appear to have been GSs and HODs, although there have been SAs as well.
