What it says is: The entrance base pay for an ALJ is $103,900 per year plus locality pay based on geographic location.

How do I know if a city (on my GAL) is within one of the listed localities? Is there some official source, or do I just have to get out my atlas?

I am sure there is a regulation or policy that defines what is in a specific area. I would look on the OPM web page.

Like, for example, does an ALJ in Peoria, Illinois get the "Chicago-Naperville" locality pay? Or is it considered "the rest of the US?"

Some federal attorneys will get paid more than the base so that they don't lose money taking the job..

If you look at 5 U.S.C. Sec. 5372(b)(3)(A) it basically provides that ALJ's will go up one step each year for the first three years. This is in addition to the yearly COLA in January. Each step is approximately 10k. After that the steps come once every other year and you get to pretty quickly hit the statutory ceiling, which rises for inflation each year. It is currently 165k or thereabouts.
