I of course appreciate all the judgment, but does anyone have any actual answers to my questions? I do not see why it is my fault that OPM and SSA run this process the way they do. I would be thankful for some help.

There was some actual advice given. As far as "answers", well, you have to decide for yourself if you absolutely positively would not accept any of those offers. If that's the case, then people gave you their opinions about what you could do/should do. No one here absolutely positively knows what future effect, if any, each of the options would have on your future chances of getting hired. But, I still think that waiting, and turning down an offer, would reflect more negatively on you than taking yourself out of contention this go round ahead of time.

Ok folks, here's an answer to the "what do they do if someone turns down a slot?" question.
When I was appointed, there were two other individuals who also got offers for the same office. Based on the policy of getting three names for each position, that should have meant there were nine candidates. Two of us accepted and the third person declined. The slot remained empty until the next cert.

One thing to remember is that once you take a city off your GAL, you can never put it back unless you file a new application, which would depend on OPM opening the register and going through the entire process again (maybe not a big consideration if the current register is tossed this fall anyway).
If you remove a city that you thought you would go to at the time you applied, just make sure you really don't want it. I also think you should be willing to stay at whatever location is on your GAL for an indefinite period of time as a transfer is not a sure thing.

Everything that I've heard/read indicates that turning down an offer means that you are (figuratively) placed down at the bottom of the SSA's hiring list. (Which is somewhat understandable; the SSA folks spend time making these employment decisions, with the assumption that people will accept.)
By contrast, it is my understanding that it would not negatively effect you to remove your only three locations listed on this certificate. It would not affect your presence on the REGISTER. When the SSA hires again, it will pull another certificate with those who have expressed the willingness to go to the next set of locations. If the certificate contains some locations that remain on your list, your name would be taken from the register and included on that new certificate. This presumes that the register does not expire before SSA gets another certificate; otherwise, none of this matters.

I do not see how you can say people are being judgmental. If you are definitely going to turn down an offer to any of those 3 locations, I agree that the ethical thing to do would be to take yourself out of the running, especially since it would seem that if you are offered a position and decline, that slot will not be filled with this cert. I think you would be doing yourself a lot more harm if you are made an offer and decline it. You were given an opportunity to remove locations after you made the cert, so how can you say that the process is unfair? Personally, I narrowed my GAL for the cert from 31 locations to 14, having taken the time to decide where I would be willing to live. That is a commitment, and if I am offered any of the 14, I will accept. Who knows, maybe you won't get an offer anyway, so it won't make any difference.
