Judge Bice informed the current ALJ class that she is meeting with OPM today to discuss a new cert. She does not yet know the number of new hires, but they think the number will probably be substantial due to the large number of retirees.

I would be very surprised to see a new cert until late 2012 at the earliest. OPM just sent a survey out today to judges for occupational analysis. The survey takes 90 minutes to complete and is extensive. The letter accompanying the survey states that it will be used to develop a new exam process. I guess OPM is going to pull off of the old register if hiring occurs this year. The amount of information in the survey is extensive and will require significant time to digest before a new exam is formulated.

I agree with you.. any hire in FY 2012 (or perhaps even calendar year 2012) will come from the current register. Not only will OPM have to digest all the info and put together whatever the new process is, but if it takes as long to process applications as it did under the old one (and I don't think the process is going to change that much in terms of its basic elements), it was six months from applications to NORs going out in 2009-10.

A cert/certificate is a list of names pulled from the register by OPM. There may not be enough time to refresh the register or scrap it completely in 2012, but SSA can request a new cert at any time from the existing register.

Thanks for that, fletch, I didn't make it clear in responding that there's a BIG difference between a new cert and a new register. I've also heard from an insider that a new cert IS coming, from the current register. We are ever hopeful, as agilitymom said!

I've never known exactly where the limitation on GAL expansion comes from; if it could be done without reopening the register, it would have the effect of enlarging the register in a sense, with minimal expense to OPM. But, not going to happen, I guess.

I just hope that my GAL which has a lot of choices but all regional will be part of the mix if a cert is announced. And of course that my score is sufficient too. Lots of hoping going on here. I learned long ago on this blog that patience is more than a virtue, it has to be a way of life!
I wish there was some way to figure out in advance where some likely locations will be on the next cert. A spark to help the hope continue unabated ya know?

Ampa, rest assured, if there's anew cert requested, the information will be here within minutes. This is a great, supportive group of people, and a lot of them have access to very good information. I am a low-scorer, so I know that my number will not come up unless it is a very big cert. If I get on the new cert, it's still a longshot because I'm a non-insider, however I do have a very wide GAL. Not getting my hopes up.

If you are in an area of 32 degrees or lower temperature wise, you are in an area where there are probably openings. If you want to go to or stay in any place normal people would prefer to be, you will not be offered a job there. The openings are in places people are transferring out of.. They are transferring into the desirable locations because they have spent their time in purgatory.. If you are not willing to accept a position almost anyplace, your chances of getting an offer are slim to none. A few on each Cert somehow get a desirable location, but only a few.. If you want to be picked up and it's important enough to disrupt the live of your family and pets for an indeterminate amount of time, go with a very large GAL.. If not, stick with your three favorite places, but don't come griping to those that have made the sacrifice of their own free will.. Oh, on top of that, almost all of the new ALJ's I have seen have taken a cut in pay, either literally or due to increased expenses trying to run two households at home and at the assigned location for who knows how long and fly back and forth in an attempt to maintain some sort of family ties...

At a conference call this week, OCALJ said that 120 new ALJs will be hired in June. There are 111 offices on the cert. Every available ALJ office is to be filled.
Additionally, she also mentioned that support staff will be hired as necessary to support new judge hires. Transfer offers will go out shortly and training will be June/July.
So it looks like we got one last big hire off this register. Good luck to the candidates!

Thanks workdrone. It is good to have something that feels like concrete information.
120 hires would be bigger than the big certs in 2010 and 2011, right? If they plan to hire in June, does anybody have a guess on the cert date? February? March?

It would be about the same as the 2010 hire, if I recall correctly. We had a cert of about 400 (360 plus some extras). 2011 I don't remember the exact number. hired, have to go to some old threads and look it up. The difference here, particularly compared to 2010, is that most people on the cert will have already been interviewed, and most won't get their references checked again either, if they follow the past pattern of not checking again if they were checked within a year... the time to get from cert to hires should be shorter, so it might be March before it comes out. It would be great if they gave a longer time window like this last small group got. Three plus months to wrap up current job and move must have been nice.

There are a number of offices that are unlikely to ever return to "full capacity" because they do not have sufficient workload. While the backlog is growing, it isn't growing neatly across the nation in proportion to existing offices. Some hearing offices simply cannot justify any new positions unless they start taking cases from all over the country. Other offices are drinking from a fire hose.
