I had heard (I'm not sure where - possibly here) that under the new contract NHC ALJs would no longer get precedence over all other ALJs with respect to transfers. Does anyone have any reason to believe whether or not that is the case?
Has anyone heard/seen anything to suggest how existing transfer requests will be reconciled? For example, how will any new system affect an NHC ALJ who was hired and requested a transfer in 2012 and presently enjoys priority over another ALJ who had been hired and requested transfer in 2010?

Insiders tell me that (1) the new contract is likely to include a provision which eliminates the preferential treatment accorded to NHC ALJs (who are considered to be management due to their supervisory responsibilities with respect to their assigned attorneys) and (2) those NHC ALJs who are already on the transfer list as of the new contract's effective date will retain their preferred status on the transfer lists.

Good to hear. I hope your sources are correct. Whatever the thinking about why NHC judges merit preference, the current situation sure seems less than optimal. Would hope the generally avvailable transfer lists under the new contract would identify NHC judges requesting transfer (but perhaps that just makes too much sense! )
