Has this training historically been held in the summer months? If it is offered other times during the year, does a new hire have any choice about when he/she attends training?

Trainings are usually held within a month or two of a class being hired. Season is not relevant.
As for new hire choice, it's minimal. If only one training session is offered due to a small hiring, you either attend or forfeit. If there are two sessions due to a large hiring, you might be able to get a switch if you have a really good reason.

Also the last few sessions there have been a judge or 2 who have been unable to travel to falls church who have "attended" training by video while still in their home office.

Workdron -- What do you mean by forfeit? Go to work without the training or forfeit the job?
